Description:

Under general supervision of the City Attorney, provide legal counsel and services on matters of civil law to the various departments, boards and committees of the City.

Qualifications:

Juris Doctorate degree from an accredited law school. Must be a member in good standing with the Utah State Bar and current with Utah mandatory Continuing Legal Education requirements. It is preferable that an applicant has at least three (3) years of municipal or comparable legal experience. Must have a valid Utah Operator License.

Responsibilities:

Civil Attorney provides legal services to the municipality, its elected and appointed officials, boards, committees and departments. As assigned, the Civil Attorney will handle all legal matters for the various City Departments, Boards and Committees. This includes, but is not limited to, evaluating, investigating and responding to claims filed against the City; providing risk management advice; conducting and managing litigation involving the City; conducting legal research and preparing written opinions on municipal issues; document drafting and review; advising and training departments on legal matters; reviewing and advising on GRAMA and code enforcement related matters; and attending council, planning commission, board and committee meetings.

Knowledge, Skills and Abilities:

Knowledge of civil law practice and procedures.

Knowledge of State and Federal Constitutional Law.

Knowledge of state and local codes enforced by Logan City and methods of prosecution thereof.

Experience in trial practice.

Experience in risk management.

Knowledge of contract law.

Knowledge of computer software used by the Legal Department.

Ability to manage multiple projects and deadlines.

Skill in conducting legal research and preparing clear written opinions.

Skill in ability to communicate effectively verbally and in writing in a clear, concise and accurate manner.

Skill in establishing and maintaining effective working relationships with corporate/government

organization staff, other City staff, and the public.
