Definition: This is semi-skilled work including, but not limited to, supervising Municipal Court or other court assignees while on work detail to eradicate and/or remove litter and graffiti. Performs and/or oversees a wide variety of maintenance and beautification tasks on City owned parks, recreation facilities and other areas. The work involves supervision of volunteers and community service workers as needed. General supervision is received from the Facilities Maintenance Supervisor however; the employee generally works without direct supervision. Performs other duties as assigned.

Tasks:

  • Supervises volunteers and community service workers while on work detail.
  • May remove graffiti and litter by any possible means or methods.
  • Works with volunteers of Artesia Clean and Beautiful.
  • Mixes paint and maintains graffiti prevention equipment.
  • Keeps statistics of graffiti, litter removed and facility beautification.
  • May drive City vehicles.
  • May be required to patrol community to locate and remove graffiti and litter.
  • Completes daily work orders for assigned jobs.
  • Completes all necessary reports.
  • Cleans and prepares surfaces for painting, applying paint or sealants.
  • Repairs or replaces signs that are damaged or missing.
  • Contacts and works with owners of buildings and/or property to be repainted or repaired.
  • Works closely with Code Enforcement Officer and Police Department on graffiti and related matters.
  • Takes pictures of damaged property and prepares related reports for the Police Department
  • Places orders for materials and supplies to be used.
  • Observes standard safety practices.
  • Performs all other tasks as assigned.

Knowledge, Abilities, Skills and Other Characteristics:

  • Knowledge of common hand and power tools.
  • Knowledge of paints, solvents and graffiti removal/eradication techniques and products.
  • Knowledge of basic preventative maintenance on assigned equipment.
  • Knowledge of occupational hazards and safety precautions.
  • Skill in utilizing public relations techniques in responding to inquiries and complaints.
  • Ability to follow oral and written instructions.
  • Ability to perform moderate to heavy work in adverse weather conditions.
  • Ability to establish and maintain cooperative work relationships with those contacted in the course of duties.
  • Ability to supervise community service workers or volunteers.

Qualifications:

  • High School Diploma or GED
  • Must possess and maintain a valid New Mexico Class D driver license within thirty (30) days of employment.
  • Experience in painting, handyman or general construction work.

Physical Functions:

  • Must be able to lift up to 50 pounds occasionally (i.e. up to one third of work day), from ground to waist level.

§ Ability to lift up to 30 lbs. Frequently to constantly (i.e., from one-third up to entire work day), from ground to shoulder level.

  • Ability to sit up to four hours at one time, and up to eight hours total per day.
  • Ability to stand and/or walk for up to four hours at one time, and up to eight hours total per day.
  • Ability to climb in and out of equipment cabs when needed to assist crew in performance of duties.
  • Must be able to crouch, kneel, and remain in a prone position for up to 30 minutes at one time.
  • Must be able to bend at the waist, and twist/rotate as necessary, in excess of 50 times total per day.
  • Must be able to work with arms bent or extended for up to four hours at one time, and up to eight hours total per day.
  • Must be able to push/pull with arms, with a force up to five pounds for up to four hours at one time, and up to eight hours total per day.
  • Must be able to maintain balance while climbing in and out of equipment cabs, and while lifting and/or carrying heavy objects.
  • Must be able to push with legs with up to 40 pounds of force, to operate foot controls of heavy equipment for up to four hours at one time, and up to eight hours total per day. Must be able to twist/rotate legs and feet at times in order to operate foot controls
  • Must be able to use hands and fingers to grasp/manipulate levers and steering wheel in a bilaterally coordinated manner. Must also be able to use hands and fingers to grasp/manipulate writing utensils and other materials used in the performance of administrative duties.
  • Must be able to coordinate use of hands and eyes in operation of equipment, as needed.
  • Must be able to coordinate use of hands and eyes in operation of vehicle and various office equipment.

Working Conditions:

  • Essential duties are performed primarily outdoors.
  • Worker is exposed to natural conditions while performing outdoor duties.
  • Worker is exposed to intermittent noise and vibration factors.
  • Worker is exposed to fumes from paints and solvents.
  • Worker is also exposed to dusty, dirty conditions, and some work is performed in areas with poor ventilation.
  • Work may be performed on an even or uneven surface, which may be wet or dry. Work may be performed on inclines or hills, working surface may be flat and hard, dusty, grass, asphalt, or concrete. Surface may be slick or greasy.
  • Worker may perform duties alone, both with or without directions. Worker may also perform duties as part of a select team.
  • Work hazards, or potential work hazards, include, using air guns, performing work on a surface which may be slick, working with various solvents, performing welding procedures, and being exposed to possible severe weather conditions.
