Project Context and Scope:
Pakistan faces long-standing and complex challenges related to irregular migration, Trafficking in Persons (TIP), and Smuggling of Migrants (SOM). These issues are driven by a multitude of interrelated factors, including socio-economic disparity, limited livelihood opportunities, porous borders, natural disasters, and increasing unemployment, particularly among youth in migration-prone areas such as Punjab. As a result, Pakistan continues to serve as both a source and transit country, with significant irregular outflows to the Gulf, Europe, and other regional destinations via high-risk migration routes.
In response, the Government of Pakistan (GoP) has undertaken significant efforts to address these challenges. Notably, in 2018, dedicated laws on TIP and SOM were enacted, followed by the launch of the National Action Plan (NAP) 2021–2025, which provides a strategic framework anchored on five core pillars: Prevent, Protect, Pursue, Prosecute and Partnership.
The project activities include two TIP Coordination Committee workshops and six service delivery sector trainings to strengthen institutional coordination and enhance survivor-centered responses aligned with national frameworks and IOM standards.
Objectives
Child Protection (two trainings) covering but not limited to
Victim interviewing techniques and Return Counselling based on IOM's Return Counselling Toolkit (two trainings)
Case management cycle (intake assessment planning implementation follow-up closure)
To enhance institutional capacities to apply survivor-centered, gender-responsive, and child-sensitive approaches in TIP and SOM response.
Scope of Work
1. TIP Coordination Committee Workshops (2 Workshops – 2 Days Each)
The consultant will:
o Roles and responsibilities of committee members
o Referral pathways and SOP implementation
o Inter-agency coordination mechanisms
o Case tracking and follow-up procedures
2. Service Delivery Sector Trainings (6 Trainings – 2 Days Each)
The consultant will design and deliver six 2-day trainings, structured as follows:

The consultant shall use IOM’s official toolkits and guidelines as referenced in the project document.
Deliverable 1: The first deliverable of this assignment would be to prepare the inception report detailing the methodology to be adopted for the training, timelines and detailed workplan. The deliverable shall be completed within one month of the signing of the contract. 30% of the contract value will be paid to the consultant upon completion of the first deliverable.
Key Activities
Detailed workplan for two TIP Coordination Committee workshops and six service delivery sector trainings (Child Protection ×2, Victim Interviewing & Return Counselling ×2, Case Management Approaches ×2).– Finalized training methodology, agendas, tools, and session flow for each module.– Coordination plan for engaging relevant government departments and CSOs for participant nominations.
Develop detailed training modules for:
Two TIP Coordination Committee workshops
Two Child Protection trainings
Two Victim interviewing techniques and Return Counselling trainings
Two Case Management Approaches trainings
Prepare:
Participant manuals for all trainings
Presentation materials
Practical exercises and case studies
Pre- and post-training assessment tools
Deliverable 2: The second deliverable of this assignment would be to deliver 8 trainings as per the schedule mentioned below. The second deliverable shall be completed within 7-8 months of the signing of the contract. 40% of the contract value will be paid upon completion of the second deliverable.
Key Activities
Submission of full training packages (presentations, exercises, facilitator guides, participant manuals).
Submission of all pre-/post-training assessment tools and raw data.
Short summary note with participant attendance and feedback.
Deliverable 3: The third deliverable of this assignment would be to submit a comprehensive final report covering all the trainings and associated activities undertaken to complete the trainings. 30% of the contract value will be paid upon completion of this deliverable.
Key Activities
Submission and approval of the Final Report covering all trainings.
Analysis of pre-/post-test results and knowledge gains.
Summary of key findings, challenges, and recommendations.
Final participant database (sex-disaggregated).
Submission of any case studies, documentation, or supplementary resources.
At least 5 years of experience in capacity-building and training delivery related to trafficking in persons, smuggling of migrants, protection, or migration management.
Demonstrated experience in delivering trainings based on:
IOM’s Return Counseling Toolkit
IOM’s Case Management Guidelines
Experience working with government coordination mechanisms.
Strong knowledge of Pakistan’s TIP and SOM legal frameworks.
Proven ability to produce quality training materials and analytical reports.
Demonstrated gender sensitivity and cultural awareness and an ability to integrate these perspectives into content development.
Strong facilitation, curriculum design, and report-writing skills.
Experience working with UN agencies, international NGOs, or national stakeholders in Pakistan.
Ability to deliver content in both English and Urdu.
Languages
For this consultancy, fluency in English and Urdu are required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
