The Program Manager, Customs plays a critical role in the Digitalization Transformation agenda, driving automation, AI-enabled solutions, and the accelerated deployment and optimization of the EGAP applications landscape. As an individual contributor and key integrator across functions, the Program Manager partners closely with Subject Matter Experts (SMEs), engineers, Business IT (BIT), and operational leaders to ensure that digital solutions are thoughtfully designed, rigorously tested, and successfully embedded into daily customs clearance workflows.

This role requires a strong program leader with deep operational knowledge of customs processes and the ability to influence and collaborate across complex, multifunctional environments. The Program Manager is responsible for defining business requirements and translating them into clear technical specifications in partnership with BIT and business SMEs. Through structured execution, stakeholder alignment, and a focus on operational excellence, the Program Manager ensures that digitalization initiatives deliver measurable impact, enhance compliance, and strengthen overall customs clearance performance.

Duties and Responsibilities:

Program Leadership & Execution
  • Lead and manage a portfolio of digital transformation and automation programs supporting U.S. customs clearance operations.
  • Develop program roadmaps, milestones, success metrics, and detailed execution plans.
  • Coordinate cross functional program teams, ensuring clear alignment on scope, timelines, and deliverables.
  • Drive rigorous project governance, risk management, and change control processes.

Digital Transformation & Automation
  • Identify automation opportunities in customs workflows through data analysis, SME consultation, and process mapping.
  • Partner with engineers and BIT to design, develop, and implement digital solutions (e.g., robotic process automation, workflow optimization tools, data quality systems, AI/ML use cases, API/ACE integrations).
  • Oversee user acceptance testing (UAT), process documentation, training, and readiness for deployment.

Operational Excellence & Process Improvement
  • Analyze current customs clearance processes to identify gaps, inefficiencies, and improvement opportunities.
  • Facilitate discovery workshops, design sessions, and cross functional problem-solving meetings.
  • Use Lean, Six Sigma, and data-driven methodologies to support optimization.
  • Ensure that digital solutions deliver measurable improvements in cycle time, accuracy, and compliance.

Change Management & Adoption
  • Develop and lead change management plans, ensuring successful adoption across operations.
  • Provide training, reference guides, and support materials for new systems and workflows.
  • Monitor postimplementation performance and drive continuous optimization.

Minimum Qualifications:
Education:
  • Bachelor’s degree in Engineering, Computer Science, Information Systems, Business Administration, or related field.
Experience:
  • Minimum 5+ years of experience in Network Operations, Customs operations, BIT for Operations, or similar environments.
  • Demonstrated experience coordinating digital tools, system deployments, or program rollouts.
  • Prior exposure to customs tools and clearance applications is highly valuable.
Skills:
  • Strong familiarity with digital tools (RPA, workflow automation tools, data platforms, APIs).
  • Proficiency in project management tools (MS Project, Miro, Power BI, Smartsheet, etc.).
  • Excellent communication, stakeholder management, and cross-functional leadership skills.
  • Ability to translate operational needs into digital requirements.
  • Strong organizational skills with ability to manage multiple projects simultaneously.
  • Critical thinking with a problem-solving mindset and a strong orientation toward results.
  • High attention to detail with disciplined follow-through.

Preferred Qualifications:
Qualifications listed below, while not necessarily a requirement for this position in each circumstance, provide additional depth and value to the role.
  • Working knowledge of DHL Clearance applications (GCCP, DCE, PCT) or similar systems.
  • Experience with digitalization initiatives, RPA workflows, or systems integration.
  • Familiarity with project management tools (e.g., JIRA, MS Project, Smartsheet).
  • Experience supporting training, SOP development, or stakeholder engagement activities.
  • Customs Broker's License preferred

Other
important information about this position:
  • Requires weekday (Monday–Friday) onsite or hybrid attendance depending on location.
  • Regional travel up to 50% required.
