BASIC FUNCTION:
Under the direction of the Associate Superintendent, Human Resources, plans, organizes, manages, and directs all aspects of the operation of Human Resources for personnel, including but not limited to recruiting, screening, interviewing, and placement of non-administrative personnel; communicating with colleges and universities; conducting personnel investigations; responding to uniform complaints and public charges; recommending discipline; and complying with federal and state laws, and District regulations, policies, and procedures.
REPRESENTATIVE DUTIES:

E = ESSENTIAL FUNCTIONS
Assists in the leadership for the personnel functions of the District.
Develops, implements, and evaluates goals and objectives as they pertain to the personnel needs of the District as directed.
Establishes a climate in the Division of Human Resources conducive to appropriate conduct, performance, attitude, job satisfaction, and service orientation.

Provides the management team with assistance in the interpretation and application of regulations of the Education Code, Labor Code, and Government Code which deal with personnel and labor relations.

Provides interpretation of District policies and procedures.

Directs the recruitment of all non-administrative certificated positions.
(E)
Coordinates the screening, evaluation, interview, and selection process for all employees and ensures that all positions are filled within adopted budgets and timelines.

Assists in staffing of personnel ensuring compliance of district-adopted formulas. Assists in the placement and transfer of personnel and for the process of promotional recommendations. Assists in the development of employee/employer dismissal procedures as it relates to personnel, and assists management in the implementation of the discipline process and procedures.

Assists management in the disposition of contract grievances and staff complaints.

Coordinates and monitors all personal absences and leaves of absence for personnel.

Provides direction for the development and maintenance of the employee database.

Coordinates the functions of Human Resources with other departments of the District as necessary. Coordinates and supervises the District’s subfinder system for non-administrative personnel.

Provides qualified substitutes and short-term employees for specified vacancies. Compiles and submits state and federal reports as required.

Assists with the administration of the salary schedules and salary provisions in accordance with District policy and regulations. Assists in the implementation and monitoring of the affirmative action program consistent with Boardadopted policies and goals as it relates to personnel.

Monitors District policies and procedures to ensure compliance with all federal and state laws, regulations and policies, including all aspects of Title IX.

Assists with the development and presentation of in-service programs for management team members in the area of contract management, sexual harassment, and in conducting required workshops for personnel. Provides counseling for employees as needed. Assists management team members in their understanding of the laws related to personnel. Assists in administering the Collective Bargaining Agreements. Serves as a member of the management team in collective bargaining as it relates to personnel. Responsible for developing, revising, and maintaining a complete file of all job descriptions in the District.

Serves as a member of the management team on the reclassification committee for classified personnel. Follows a planned professional growth program, participates actively in local, state, and national professional associations/organizations; and studies local, state, and national guidelines for effective human resources services. Prepares annual budget for assigned area of responsibilities regarding human resources.

Functions as a member of the District’s management team, coordinates with other management personnel in the areas of assigned responsibility.

Supervises and evaluates the performance of assigned staff; interview and selects employees and recommends transfers, reassignments, terminations, and disciplinary actions; plans, coordinates, and arranges for appropriate training of subordinates.

Directs the preparation and maintenance of a variety of narrative and statistical reports, records, and files; prepares agendas and memos.

Develops and implements long- and short-term plans and activities.
(E)
Assures accurate and timely dissemination of information.
(E)
Serves on committees such as the superintendent’s cabinet and other committees as appropriate or assigned by immediate supervisor.

Writes and revises policies and administrative regulations pertaining to assigned functions.
(E)
Keeps informed of current trends in communications, public relations, public education and other pertinent areas, such as federal, state and local laws and District regulations, policies, and procedures.

Performs other duties as assigned.
MINIMUM REQUIREMENTS:Education, Experience, Licenses, and other Requirements:
Bachelor’s degree required in business or public administration, management, human resources, employee relations or related field. Master’s degree in related field preferred.
Completion of courses in human resources, personnel, negotiations, and conflict resolution desirable. A minimum of three (3) years experience in human resources and/or other job related occupations is required. Experience working directly with public school districts is desirable.
Possession of a valid California Preliminary or Professional Clear Multiple or Single Subject Teaching Credential authorizing service as an elementary or secondary teacher is desirable.
Possession of a valid California Administrative Credential authorizing service as an administrator is desirable.
Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.
Must have valid California driver’s license and automobile available for use. Must be willing to attend evening, night, and weekend meetings.
