RESPONSIBILITIES
- Develop and lead the implementation of the programme-wide HSE strategy aligned with corporate objectives, international best practices (e.g., ISO 45001, ISO 14001), and national regulatory requirements.
- Establish and maintain HSE governance, policies, and performance standards across all projects within the programme.
- Champion a proactive safety culture through leadership engagement, workforce empowerment, and behavioural safety initiatives.
- Drive HSE leadership among senior stakeholders and project teams, ensuring integration of HSE in planning, execution, and handover phases.
Policies, Systems, Processes & Procedures
- The development and implementation of programme-wide policies, systems, processes, procedures, and controls covering all areas of the function to ensure that all relevant procedural and legislative requirements are met consistently.
Performance Monitoring & Reporting:
- Define and monitor key HSE performance indicators (KPIs, LTIFR, TRIR, audit scores) and provide regular reporting to programme leadership and regulatory bodies.
- Preparation of periodical management reports and progress reports to keep the senior management informed about the progress of various initiatives and to facilitate decision-making across the programme
- Lead project audits and facilitate third-party audits, certifications, and inspections.
Stakeholder Management
- Maintain positive working relationships with government departments, regulators, and programme stakeholders to ensure mutual support and compliance with HSE requirements.
- Regularly liaise and engage with the programme and project HSE teams to offer and receive support, ensuring that HSE management and performance align with the required standards and practices.
- Lead initiatives to promote visible and proactive management commitment and engagement from all stakeholders, including Consultants, Contractors and Sub-Contractors and Vendors & Equipment Providers, in HSE activities such as safety presentations, leadership site visits, and training programs
Risk Management & Compliance:
- Ensure compliance with all legal, regulatory, and internal HSE requirements across all projects within the programme.
- Identify, evaluate, and manage HSE risks through comprehensive risk registers, job hazard analyses, and mitigation plans.
- Lead incident investigation protocols (e.g., root cause analysis) and oversee the timely closure of corrective and preventive actions.
- Develop and implement emergency response plans for potential incidents or environmental emergencies across the programme.
- Coordinate emergency response drills and ensure that all projects are well-prepared to handle crisis situations effectively
