Director II, Library Services (Internal Candidates Only)

Job Summary

Provides leadership and strategic direction for the multi-campus library system; manages all aspects of District library operations including assigned staff; establishes partnerships within the District; sets vision for library services; and utilizes budget, technology, and other resources to most effectively serve the needs of both on and off-campus students and improve student outcomes.

Responsibilities

ESSENTIAL FUNCTIONS:

• Provides strategic and tactical leadership as well as operational direction to a multi-campus, academic library system that also services public patrons around the county and state; develops and recommends both long-term and short-term goals that not only meet College/academic objectives but Pinal County objectives as well.
• Provides leadership to District library system; develops and recommends adjustments to the long-range plans of the library, including new programs, services, and procedures; oversees all aspects of services and operations including teaching/mentoring students, researching, teaching research techniques, providing information literacy instruction, developing collections, crafting and maintaining departmental policies and procedures; and configuring facilities; and coordinates projects among staff.
• Recruits, supervises, guides, coaches, and reviews the performance of assigned staff and supervisors; oversees related training, workflow management, scheduling, team building, and employee evaluation and discipline.
• Guides research librarians in selecting subject matter in both print and electronic formats.
• Monitors current budget for all libraries within the Pinal County Community College District; oversees expenditures; plans and revises for the next budget period; determines the need for and recommends new technology, book, media, and equipment purchases; and reviews and negotiates library vendor contracts.
• Develops and maintains relationships with vendors, as well as reviews and negotiates vendor contracts for database, book, and software purchases; plans procurements based on contractual terms of service within budgetary restrictions.
• Oversees the District collection development process; analyzes need in subject matter and format, including both electronic and print; guides librarians in selection process; and maintains relations and consults with vendors to review and assess information resources for purchase.

• Evaluates new technologies, library trends and appropriate use in developing programs and services across the District; oversees implementation and maintenance of library’s electronic resources including databases and OPAC services, citation services, streaming video, eBooks, instructional videos and chat services; reviews current practices; identifies areas requiring revision and recommends or implements processes and procedures to ensure compliance with program certification, rules, regulations, guidelines, federal and state laws, and College policies and procedures; and develop new programs and services across the District

• Collaborates and builds coalitions with other departments to promote services to staff and students.
• Develops and expands partnerships within the College and libraries throughout Pinal County; provides oversight of internal and external marketing efforts promoting library services.
• Manages all library projects from inception through completion utilizing best practices and interdisciplinary standards; ascertains requirements; and determines the best methodology with the goal of crafting the most positive outcome for the District while controlling change and minimizing exposure to risk.
• Conducts formal and informal staff meetings including directing discussion and exchange of information, listening, and guiding the problem-solving processes leading to decision-making.
• Prepares reports and statistical information regarding the activities of the program or area assigned for the President, the administration, and/or community agencies including reports to US government like IPEDS.
• Offers copyright guidance to students and staff.
• Participates in committee assignments and in the recruitment and retention of students.
• Performs other duties commensurate with functions and level of position or as assigned.

Qualifications

EDUCATION: Master’s Degree in Library Science or Information Science.

EXPERIENCE: Six (6) years of applicable experience.

• Knowledge of the principles and practices of library management.
• Knowledge of the principles and practices of leadership, supervision, motivation, training, and evaluation of staff.
• Knowledge of current trends and technologies in libraries.
• Knowledge of planning and monitoring budgets, including library vendor and supplier systems.
• Knowledge of the principles of and current trends in information literacy and bibliographic instruction.
• Knowledge of current library collection development assessment and practice.
• Skill in using various word processing, spreadsheet, database, presentation, and integrated library systems software, systems, and associated hardware, e.g., personal computers.
• Skill in using library information resources such as online databases, internet resources, and OPACs.
• Skill in planning, problem solving and analysis.
• Skill in gathering, compiling, and presenting information in oral and/or written form.
• Skill in drafting policies and procedures.
• Skill in interacting with culturally diverse populations, College administrators, faculty, staff, students, and the public.
• Skill in working with a diverse multi-ethnic, multi-cultural population.
• Ability to manage conflict and to work collaboratively and inclusively with faculty, staff, and students to resolve issues.
• Ability to implement new library programs based on demand and student needs.
• Ability to analyze collection and knowledge of collection development practices.
• Ability to analyze situations, develop solutions, and make independent decisions based on established guidelines.
• Ability to implement technology in the creation and maintenance of improved programs and services.
• Ability to establish and maintain cooperative working relationships with College staff, faculty, administrators, and outside contractors.
• Ability to apply a variety of leadership, management, teamwork concepts to ensure effective and efficient services.
