The Director of Payroll oversees all aspects of employee pay and reporting, ensuring accuracy, legal compliance, and operational efficiency

Provide leadership, direction, and oversight for payroll operations, ensuring the accurate and timely processing of all Midland College payrolls, including semi-monthly, monthly, and off-cycle payrolls, in accordance with institutional policies and regulatory requirements

Ensure the integrity and accuracy of payroll distributions and financial reporting associated with payroll operations

Assists in developing, drafting, implementing, interpreting, and enforcing a wide range of personnel policies and procedures

Assist in the review and approval of Personnel Action Forms PAFs

Review and approve payroll-related journal entries, check requests, and purchase orders in accordance with internal control policies

Ensure compliance with federal, state, and local payroll regulations and wage laws and oversee accurate production and distribution of W-2 Forms and year-end tax reporting

Administer enterprise resource planning systems Paycom, audit payroll cycles, and ensure proper uploads to the general ledger

Research, analyze, and resolve escalated payroll issues

Collaborate closely with Human Resources, Accounting, and Budget offices to ensure alignment between personnel actions, payroll processing, and financial reporting
- Oversee the preparation of ad-hoc monthly, quarterly, and annual reports accurately and promptly by the stated deadline and reconcile associated general ledger accounts, collaborating with programming staff to create and/or modify payroll-related reports as needed

Assist with preparation of salary schedules
- Oversee the compilation and submission of salary surveys, federal and state reporting, and Texas Public Information Act PIA requests

Assist with the preparation of reports and tax forms

Required Qualifications
Bachelor’s degree in accounting, Human Resources, or Business with a minimum of three 3 years of related payroll experience, or five 5 years or greater of relevant experience
- Strong knowledge of accounting principles, payroll methods, and payroll tax regulations and compliance requirements
- Working knowledge of enterprise payroll/HRIS systems e.g. Paycom or comparable platforms

Working knowledge of Texas retirement and benefit reporting requirements, including the Teacher Retirement System of Texas TRS
Preferred Qualifications

Certified Payroll Professional CPP designation is highly preferred

Reconciliation and reporting experience

Experience with payroll budgeting, forecasting, and reconciliation within a public or higher education environment

Experience leading enterprise HR/payroll system upgrades, implementations, or major process improvements

Payroll management for an employer with at least 500 employees is preferred

At least two years of supervisory experience
