ENGINEERING TECHNICIAN

Job Summary

Under direction of the Assistant Director of Public Services and the Senior Engineering Tech, is responsible for performing a variety of sub-professional engineering assignments, including compliance inspections on major municipal, civil, and utility construction projects. Work is of considerable difficulty and includes detailed, continuous reviews of materials and work methods to ensure that each phase of the project is completed according to plans and specifications. Under direction, employees conduct and participate in compliance inspections including compliance features such as foundation issues or unique design components. Monitors construction activities for adherence to safety practices and other requirements. Work is reviewed through meetings, oral and written reports, observation, and results obtained. Provides information and assistance to contractors, consultants, developers and the public regarding City projects and activities.

Essential Job Functions

  • Schedules and conduct inspections of Public Services engineering and construction projects for compliance with existing codes, plans, specifications, standard construction practices and best management practices. Inspections include work completed by City Staff, contractors working for the city in any capacity and work performed by others on City owned utilities including streets, storm water, wastewater and reclaimed water.
  • Authorizes minor field changes within guidance provided and coordinates major changes with the Senior Engineering Tech, designer of record, contractors and third parties.
  • Inspects the proper installation, maintenance and operation of Public Services infrastructure including but not limited to storm water retention/detention areas, sanitary sewer conveyance, lift stations, storm sewer conveyance, seawalls, reclaimed water conveyance, roadway and alley, paving, sidewalk, curb, gutter, inlets, outlets and outfalls, drainage, park lighting, beach maintenance and all other form of public infrastructure.
  • Assists the Senior Engineering Tech with design review. Provides quality assurance and quality control on all projects. Performs, oversees and/or coordinates with Independent Materials Testing Laboratories the materials testing of concrete, asphalt, soil compaction and other tests as required.
  • Approves/disapproves construction documents, Reviews Right of Way permits, traffic control plans, easements, permits and other documentation for compliance with codes, specifications and standards. Answers Requests for Information and directs the contractor on work performed with authority to stop work for non-compliance and safety concerns.
  • Able to interpret OSHA Safety Requirements and enforce safety requirements. Monitors work practices and methods for acceptability and conformance to safety standards; interviews contractors and their employees to ensure Davis-Bacon labor laws and Federal and State regulations are being observed.
  • Reviews and recommends approval of construction quantities and pay estimates.
  • Prepares written inspection/construction reports of projects/activities in order to document work performed.
  • Interprets City codes and provides technical information and advice to various City personnel, other agency personnel, contractors, developers and the general public.
  • Receives and responds to public inquiries, concerns and complaints regarding department activities.
  • Documents daily activities at construction sites, including inventories of equipment and manpower, and progress achieved by the contractor.
  • Assists contractor survey crews and utility locates as needed.
  • General office duties, including interfacing with electronic Geographical Information Systems.
  • Performs other related duties as assigned including service during Emergency Operations

Minimum Qualifications, Licenses, Certifications

  • Requires a high school diploma or GED and a vocational or technical diploma in water/wastewater operations, construction trades or another relevant field.
  • Requires a minimum of two years of experience in municipal public works civil, water, wastewater inspections or equivalent combination of training and experience which provides the required skills, knowledge and abilities.
  • Must possess a valid Florida Driver License.
Special Requirements
  • Possess, or is able to obtain ESRIA GIS certification.
  • Possess, or is able to obtain an Intermediate Maintenance of Traffic Certification within one year, and other certifications as necessary.
  • Assignment to work a variety of work schedules, including nights and weekends and compulsory work periods in special, emergency and disaster situations.
  • As a condition of employment, City of St. Pete Beach employees may be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.   • Ability to quickly learn and develop a thorough knowledge of the pertinent methods, procedures and policies of the City, including ordinances, standards and regulations.
  • Reads and interprets specific City and County ordinances and State Law as necessary.
  • Knowledge of the principles, theories, practices and methodologies of civil construction, engineering, surveying and other applicable fields.
  • Has the ability to speak and understand the English language.
  • Ability to complete work with little need of direct supervision.
  • Understands the occupational hazard and adheres to all safety precautions inherent to the work.
Physical Requirements
  • Work requires the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12 to 60 pounds).
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
