Position Overview


EDECS is seeking a HSE Manager to oversee and manage the Health, Safety, and Environmental (HSE) programs across the organization.

The HSE Manager will be responsible for ensuring a safe, healthy, and environmentally compliant workplace for all employees, contractors, and visitors.

This role requires a strategic leader who can drive HSE initiatives, set long-term safety objectives, ensure regulatory compliance, and foster a strong safety culture across all projects and departments.


Responsibilities


1. Design and Manage HSE Policies

  • Develop comprehensive HSE policies and procedures in alignment with local regulations and international standards (ISO 45001, ISO 14001).
  • Regularly review and update HSE policies to reflect legislative changes and industry best practices.

2. Establish and Manage HSE Budget

  • Prepare and manage the annual HSE budget in line with organizational goals.
  • Monitor expenditures and optimize budget utilization.

3. Build and Manage HSE Organizational Structure

  • Develop an organizational structure aligned with ISO requirements, ensuring clear roles and responsibilities.
  • Recruit, train, and develop qualified HSE personnel.

4. Ensure Regulatory Compliance

  • Stay up to date with local and national HSE regulations.
  • Conduct regular audits and inspections to ensure compliance with legal requirements and internal standards.

5. Oversee Risk Assessments and Hazard Analysis

  • Implement systematic risk assessments and hazard analyses for all projects.
  • Collaborate with project teams to ensure effective risk mitigation strategies.

6. Develop and Implement Risk Mitigation Strategies

  • Identify potential hazards and design proactive mitigation measures.
  • Lead safety campaigns and training programs to promote safety awareness.

7. Lead Incident Investigations

  • Conduct investigations into incidents and near-misses to identify root causes.
  • Develop corrective and preventive actions, ensuring proper communication of outcomes.

8. Develop Emergency Response Plans

  • Establish and maintain emergency response plans for incidents such as fires, chemical spills, and natural disasters.
  • Conduct regular emergency drills and trainings.

9. Monitor HSE Performance Metrics

  • Define and track key performance indicators (KPIs).
  • Analyze incident and audit data to identify trends and opportunities for improvement.


Skills and Qualifications


Education

  • Bachelor’s degree in Science, Engineering, or a related field (Master’s degree preferred).

Experience

  • Minimum 15 years of experience in HSE.
  • At least 5 years of experience within a construction company.

Technical & Language Skills

  • Proficient in Microsoft Office.
  • Advanced English language proficiency.

Personal Skills

  • Strong communication and negotiation skills.
  • Excellent time management and presentation abilities.
  • Leadership, teamwork, and attention to detail.
