Executive Director, Human Capital

Role Overview:

Ensure the efficiency and effectiveness of Human Resources operations while guaranteeing compliance with applicable regulations, policies, and HR guidelines. Contribute to establishing strong institutional governance within the organization, enhancing communication, strengthening knowledge sharing, and supporting organizational change.


Key Responsibilities:

  • Develop HR sector plans and programs and oversee their implementation after approval.
  • Provide administrative oversight of affiliated organizational units and ensure coordination and integration of their activities to maximize available resources.
  • Oversee the development and continuous improvement of HR policies and procedures in line with best practices and applicable regulations in the Kingdom.
  • Supervise the identification of training and development needs for employees in coordination with all organizational units.
  • Oversee investigations related to employee complaints and grievances and work with relevant managers to ensure proper resolution.
  • Approve the implementation and governance of the Human Resources Performance Management System to monitor progress toward strategic and operational objectives.
  • Review organizational design and oversee the development and updating of job descriptions and competency frameworks to ensure effective implementation.
  • Oversee and approve the development of the strategic and annual workforce planning, challenge outcomes, and provide recommendations when required.
  • Ensure the design of a compelling Employee Value Proposition (EVP) and human capital frameworks that enhance the overall employee experience.
  • Oversee the development of the compensation structure and incentive programs across all roles within the organization based on robust policies.
  • Supervise the management of the Human Resources Information System (HRIS) and review results of people analytics activities.
  • Approve recruitment plans and targets based on workforce requirements while ensuring alignment with the approved budget.
  • Oversee the management and review of succession planning and career path frameworks in coordination with key stakeholders to ensure effective planning and business continuity.
  • Guide the team in conducting market studies and benchmarking against global best practices to continuously update compensation and benefits systems while ensuring compliance with applicable regulations in the Kingdom.



Qualifications & Experience:

Bachelor’s degree in Management, Administration, or a related field, with a minimum of 12 years of experience. Alternatively, 10 years with a Master’s degree or 8 years with a PhD in a relevant discipline.
