We are seeking an experienced Facilities Manager for one group subsidiaries in Real Estate Management to lead and expand the Facilities Management (“FM”) division. This role will be responsible for the overall operational performance, strategy, and governance of the FM function, ensuring service excellence, compliance, and cost efficiency across internal assets, while also supporting the growth of external facilities management services for third-party landlords.


The role will play a key leadership position in developing scalable FM operations, strengthening service delivery models, and building a high-performing FM function capable of managing both internal and external portfolios.


Key Responsibilities:


Leadership, Strategy, and Business Expansion

  • Lead and manage the Facilities Management department, including internal teams and outsourced service providers.
  • Contribute to the development and implementation of a comprehensive FM strategy covering internal assets and third-party managed properties.
  • Support the expansion of FM services into the external market by helping define service offerings, operating models, pricing inputs, and service standards for third-party landlords.
  • Contribute to the preparation of technical inputs for proposals, presentations, and FM service agreements for external clients.
  • Establish scalable processes, KPIs, and governance frameworks to support portfolio growth.


Operations and Service Delivery

  • Oversee preventive and reactive maintenance across residential, commercial, retail, and industrial assets.
  • Conduct regular inspections to ensure compliance with quality, safety, and service standards.
  • Ensure timely handover of vacant units and smooth coordination with Property Management teams.
  • Oversee fit-out, renovation, and upgrade projects across both internal and external portfolios.
  • Review completion reports and conduct on-site assessments for works executed.


Vendor, Contract and Procurement Management

  • Manage the performance of all FM service providers and specialist contractors, including monthly evaluations.
  • Review and validate technical and commercial quotes, ensuring value, scope accuracy, and necessity.
  • Support procurement and tender processes by preparing scopes of work (SOWs), technical submissions, and evaluations.


Financial Management

  • Prepare and manage annual FM budgets (OPEX & CAPEX) for internal assets and third-party portfolios.
  • Drive cost optimisation and efficiency initiatives while maintaining service quality.
  • Provide financial inputs for FM pricing, cost models, and lifecycle costing for external clients.


Health, Safety, and Compliance

  • Ensure compliance with HSE regulations, UAE fire safety codes, and statutory requirements across all managed properties.
  • Oversee permits, certifications, incident reporting, and regulatory coordination with authorities.


Asset Handover and Transitions

  • Lead new asset handovers, including snagging, documentation, training, and DLP management.
  • Ensure operational readiness of all properties prior to go-live.


Experience, Education, and Skills:


  • Bachelor’s degree in Mechanical or Electrical Engineering (or equivalent).
  • Minimum 10 years of Facilities Management experience managing mixed-use portfolios and high-rise properties.
  • Proven experience managing FM operations through third-party service providers.
  • Experience in multi-portfolio or third-party FM operations is a strong advantage.
  • Strong technical expertise in MEP systems, building services, and life safety systems.
  • Experience in budgeting, CAPEX and OPEX planning, and cost control.
  • Strong leadership, stakeholder management, and communication skills.
  • Corporate project management experience is an advantage.
  • Membership of an internationally recognised FM body is desirable.
