Gen. Superintendent - Port Ops & Maint.

JOB PURPOSE:

To manage, plan and control all aspects of Port Operations and Maintenance in Al Taweelah and handling of raw materials within the port areas including ATA Interface support and operations (Bauxite & Caustic Soda), as directed by the Senior Manager.

KEY ACCOUNTABILITIES:

Al Taweelah Port Operations

Day-to-Day Operations

• Ensures the implementation of all KPI’s, monitored and targets are achieved in his area of assignment.
• Ensures that raw material distribution is followed in conjunction with the Senior Manager, according to the supply strategy by monitoring the quality of raw materials to ensure the product quality is met by the customer’s requirement (Reduction, Carbon Plant, Power plant and ATA operations)
• Ensures the safe operation & maintenance of:
• Alumina/Coke Ship unloading operation, storage and delivery to Smelter.
• Tanker loading/unloading operation
• Bauxite ship unloading operation and delivery to ATA Refinery.
• Caustic Soda ship unloading operation and storage.
• Caustic Bladder storage and pumping facility to ATA Refinery.
• Process water storage and pumping facility for Bauxite and Caustic facilities
• Diesel Fuel Oil ship unloading operation and delivery to Power Plant.
• Ensures the efficient, prompt and safe supply of liquid pitch through road tankers from Jebal Ali to Taweelah smelter.
• Coordinate closely with ATA operations for the supply of caustic soda on an agreed supply strategy plan.
• Liaise with ATA operation for Bauxite ship unloading operation.
• Monitor Bauxite & Caustic Ship Unloading performance and report it to ATA Management on agreed intervals.
• Develop, revise and update SOP’s and Safety Procedures related to Taweelah Port activities and impact assessment on existing SOPs and its revisions after completion of induction of new equipment related to ATA.
• Review & Sign off Method Statement and Risk Assessment documents for all brown field works
• Manage trucking between two sites to cover the shortfall of raw material during conveyor outages, emergencies and whenever required
• Prepares and submits to the senior Manager Emergency Contingency plans for all emergency scenarios and situations.
• Be aware of marine, custom laws, shipping terms and conditions to be observed and discuss with the Senior Manager where appropriate.

Customer Care

• Supports the Senior Manager in ensuring that all functions of Port, Raw Material unloading, Storage and Delivery to Smelter/ATA Operations in assigned area are carried out efficiently, safely and achieves the EGA satisfaction;
• Supports the Senior Manager in implementing Agreed SLA’s to guarantee internal and external customer satisfaction.
• Conduct regular customer care surveys with internal customers to fulfil their requests in timely and effective manners - Internal Customers: Reduction, Paste Plant Anode Baking Furnace, Power Plant, ATA Operations (Digestion & Clarification) - External Customers: ADPC, Shipping Agents, Ship Masters, ADNOC, 3rd Party Surveyors.
• Coordinate with support departments i.e. Central Maintenance, Supply chain, Capital Projects, Shipping Department, Human Capital, Finance; Insurance, Medical, Security and ERT to achieve smooth running of the business.

People Management

• Ensure that staff are well trained, guided to achieve efficiency, accuracy, effectiveness of all operating systems and meet High EHS standards in assigned area
• Ensure employee participation in the company’s business systems and sustains the new national employees to the department and develop them.
• Manage the outsourcing, selections and training of contract drivers during conveyor outages and shutdowns.
• Ensure effective manpower planning and training (Operation & Maintenance) against all expansion phases and new equipment related to ATA.

Communications & Working relationships

• Supports Senior Manager in successful execution of Brown/Greenfield expansion projects through active participation in FEED, Technical bid evaluation, design/HAZOP reviews, start up and commissioning activities.
• Conduct mechanical/electrical walk downs prior to Plant Safety Acceptance Notices for new equipment and systems handovers.
• Follow up with warranty claims management system post-handover of new equipment and systems related to ATA.
• Represent EGA in front of the external forums, marines, and port terminal parties
• Ensure that legal, local and federal legislations are met, monitored and controls are exercised continuously for all raw materials.

Environment, Health, Safety and Quality

• Ensures adherence to the local rules and regulations set by EAD (Environment Abu Dhabi Department) and conducts EHSQ audits and safety walkabout to ensure EGA aligned with the certifies and standard’s.
• Assists in conducting risk management studies based on all standard operation procedures.
• Monitor the emissions and spills of Alumina, Coke, Bauxite and Caustic and take appropriate actions to ensure that equipment / systems are operated in environmentally friendly manners and as per EHS standards without affecting neighbouring companies.
• Ensures effective boreholes sampling are taken from the surrounding of caustic storage bladder to avoid soil and sea water contamination.
• Follow the quality standards of ISO certification and prepare for regular auditing by internal or external auditors, including certification bodies for implementation of ISO standards across EGA.

Financial and budget control

• Submits assigned area’s budget and ensures that all expenditures are within agreed levels;
• Monitors and evaluates cost improvement targets and expense reduction goals and implements budgetary controls.

Enterprise Risk Management

• Ensures optimum availability (Operation and Maintenance) of single line raw material handling system for bauxite and caustic soda to ensure business continuity of ATA refinery and Smelter Operations to safeguard and manage the enterprise risk for ATA and consequent impact / risk of raw material supply to Al Taweelah Smelter.
• Identify the associated enterprise risk with regards to bauxite and caustic handling, assessing them in terms of likelihood and magnitude of impact, determining a response strategy, and monitoring process.
• Responsible for establishment of effective contingency planning, testing & validation of its effectiveness and preparedness for need based initiation at any given time.
• Conduct risk analysis exercise, implement and manage the actions arising from the exercise and optimize the risks related to ATA Refinery operations and Smelter Operations.

Al Taweelah Raw Materials/Logistics (Alumina, Coke, Pitch, Bauxite, Caustic and Fuel)

• Ensures records are maintained of all major raw materials movements, from receipts to delivery to department users and reports back to the Senior Manager;
• Monitors inventory levels of production department day silo;
• Liaises with the shipping department on the vessel arrival dates, re-routing of vessels to avoid vessel clashes to avoid demurrage in conjunction with the Senior Manager;
• Ensure that all shortages of shipments bill of lading are monitored and highlighted to the concerned departments (shipping and insurance departments).
• Introduce IT solutions for inventory monitoring and calculation system (EPMS).
• Produce consolidated report on all major raw material handled at Al Taweelah.

Al Taweelah Port Maintenance

Area Maintenance

• Ensure the adherence and compliance towards preventive and routine maintenance tasks
• Review the preventive maintenance list provided by the OEM on annual basis
• Communicate and coordinate with internal customers (Reduction, Carbon and ATA Operations) for planned/unplanned shutdowns of cross functional equipment / systems to enable the maintenance team of both sides to perform preventive/breakdown maintenance tasks.
• Facilitate and coordinate any required shutdowns for any tie-in activities with Project team to enable expansions and modifications of the plant
• Schedules equipment outages within ship gaps to minimize the cost and shorten turn-around time and to ensure maximum equipment availability for material handling operations.
• Monitors and ensures that effective control of maintenance man-hours, making efficient use of the manpower resources and reports to Senior Manager any discrepancies and deviations from agreed plan.
• Plan, demand and follow-up Major Maintenance Projects (Capex) for sustainability of the plant & equipment.

Shift Maintenance

• Recommend and monitor the performance of corrective/breakdown maintenance team
• Produce comprehensive reports for Senior Manager on major equipment outages, detailing all works carried out and related costs.
• Set the priorities and critical equipment list for the maintenance breakdown team to achieve maximum plant efficiency and customer satisfaction.
• Ensure maximum plant and equipment availability as per agreed levels with ATA Refinery to achieve smooth and steady operating conditions of ATA Refinery.

Crane Maintenance

• Recommend, review and monitor Crane Maintenance tasks activities on annual basis.
• Schedule preventive maintenance and repair activities on Suction unloaders, Bauxite Grab unloader and overhead cranes.
