Description

The Los Angeles Water and Power (LADWP) Division acts as General Counsel to the Board of Water & Power Commissioners, its officers, and employees. Division attorneys are responsible for legal representation, counsel and advice, and handling litigation related to LADWP operations.

Duties and Responsibilities

The selected attorney’s primary responsibilities will include:
  • Managing and providing guidance and direction to a team of attorneys and support staff.
  • Overseeing and providing legal advice to LADWP’s Board of Commissioners, executive management, and various staff counsel on major litigation, transactional matters, and operational issues.
  • Overseeing the supervision of outside counsel.

Requirements

Applicants must be licensed to practice law in all courts in the State of California and the United States District Court for the Central District of California. Applicants should have at least ten (10) years of legal experience. Additional considerations include:
  • Knowledge of and experience with federal and state laws and regulations governing utilities (including water and power utilities);
  • Experience managing public, regulatory and commercial projects, litigation and/or complex transactions;
  • Demonstrated strong leadership capabilities, including experience mentoring and supervising attorneys and support staff;
  • Experience with California state and municipal law (including the Ralph M. Brown Act, California Public Records Act, CEQA);
  • Demonstrated ability to advise and collaborate with public officials and organizational executive leadership and management;
  • Demonstrated ability to deal effectively with personnel and members of the public;
  • Strong written and oral communication skills; and
  • Demonstrated organizational skills, including the ability to prioritize and concurrently complete multiple assignments.

Supplemental Information

Current Location
City Hall East, 200 N. Main Street, Los Angeles and 221 N. Figueroa St. Los Angeles. Position is subject to assignment at any location within the County of Los Angeles.

Probation
Appointment to this exempt position (non-Civil Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter. Successfully completing this probationary period will result in tenure with the office.

Classification
Internal applicants: Placement in this position will be as a lateral transfer with the selected candidate assuming the position in their current classification.
