Department: Strategic Development Region Middle East New Business Branch

Key Responsibilities
  • Lead the overall business development and client relationship management in new markets across the Middle East (key countries/regions such as the UAE, Saudi Arabia, Qatar, and Oman), driving the company's market entry and project implementation in the region.
  • Organize and oversee market research, competitive analysis, and opportunity identification to target potential clients, major projects, and strategic partners; develop and execute market entry plans.
  • Manage the complete sales lifecycle, including client visits, requirement analysis, bid preparation, business negotiation, contract signing, project execution follow-up, and after-sales service, ensuring a closed-loop process from contract to delivery.
  • Establish and maintain strong relationships with local government entities, national oil companies, major oilfield service/EPC contractors, and local partners to enhance the company's brand visibility and influence in the Middle East.
  • Assist the Department General Manager/Regional Director in formulating annual sales goals and market entry strategies; participate in budget planning, resource allocation, and business planning to achieve annual targets.
  • Coordinate resources between headquarters and local branches (or agents) to ensure comprehensive business, technical, legal, and logistical support during project execution, maintaining customer satisfaction and project success.
  • Provide regular reports to senior management on market dynamics, client needs, competitor activities, project progress, and risk assessments, along with strategic optimization recommendations.
  • Build, develop, and manage the local team (if applicable), empowering and motivating members to improve performance, strengthen capability, and build sustainable business capacity in the Middle East region.
Education Background
  • Bachelor's degree or above in Petroleum Engineering, Chemical Engineering, International Marketing, International Trade, Business Administration, or a related field.
  • Master's degree with extensive Middle East market experience is a plus.
Work Experience
  • Minimum of 5 years of experience in the oil & gas, oilfield services, or EPC industries, with proven success in international business development or project sales.
  • Prior experience in the Middle East market (particularly Gulf countries) is preferred, with an understanding of local market dynamics, regulations, and business culture.
  • Direct experience in end-to-end market development, from lead generation to project delivery, is highly desirable.
Language Skills
  • Fluent in English (spoken and written), capable of conducting business negotiations and contract discussions.
  • Proficiency in Arabic or Chinese is an advantage.

  • Strong understanding of the oil and gas industry, including client relationship management, bidding/tendering processes, and contract frameworks.
  • Proven ability to design and implement independent market entry and expansion strategies.

  • Strategic mindset and strong market insight; capable of identifying opportunities, building partnerships, and mitigating risks.
