Head of Engineering Division

The Head of Engineering Division is responsible for the strategic leadership, operational control, and technical governance of all engineering and project execution activities across the organization. This role ensures that projects are delivered efficiently, within scope, budget, and timelines, while maintaining the highest standards of quality, safety, and regulatory compliance.

The position oversees all Project Managers and engineering personnel and works in close coordination with the HR Department to ensure workforce planning, performance management, and policy compliance.

Key Responsibilities

1. Strategic & Technical Leadership

a. Provide overall leadership to the Engineering Division.

b. Develop engineering strategies aligned with organizational objectives.

c. Establish technical standards, SOPs, and best practices across projects.

d. Review and approve project execution plans and technical methodologies.

e. Drive innovation, efficiency, and value engineering initiatives.

2. Project Oversight & Governance

a. Supervise and monitor all Project Managers and ensure alignment with company objectives.

b. Oversee planning, execution, and delivery of all ongoing and upcoming projects.

c. Ensure projects are delivered within approved budgets and timelines.

d. Conduct regular performance reviews of project progress.

e. Resolve high-level technical, operational, and contractual issues.

3. Resource & Workforce Coordination (In Compliance with HR)

a. Collaborate with HR on manpower planning and workforce optimization.

b. Ensure proper deployment of engineering and site staff.

c. Participate in recruitment of senior technical and project personnel.

d. Support HR in performance evaluation, disciplinary matters, and succession planning.

e. Ensure compliance with company policies, labor laws, and internal regulations.

4. Financial & Commercial Oversight

a. Review project budgets, cost projections, and financial performance.

b. Monitor cost control mechanisms and prevent budget overruns.

c. Assist management in evaluating project feasibility and tender reviews.

d. Approve major procurement and technical purchase decisions in coordination with procurement and finance departments.

5. Quality, Compliance & Risk Management

a. Ensure strict adherence to quality standards and regulatory requirements.

b. Oversee HSE compliance across all projects.

c. Identify potential project risks and implement mitigation strategies.

d. Ensure proper documentation and reporting standards are maintained.

6. Reporting & Stakeholder Management

a. Report project status and engineering performance to executive management.

b. Represent the company in high-level technical meetings with clients, consultants, and authorities.

c. Maintain strong coordination with Planning, Procurement, Finance, and HR Departments.

Authority Level

a. Final technical authority before Management across all Engineering sub heads.

b. Supervisory control over all Project Managers and engineering teams.

c. Authority to recommend hiring, promotions, disciplinary actions, and terminations (in coordination with HR and Management).

d. Approval authority for engineering strategies and execution methodologies.

Qualifications & Experience

a. Bachelor’s or Master’s Degree in Civil Engineering or relevant engineering discipline.

b. Minimum 15 years+ of progressive experience in engineering/project management.

c. At least 5 years+ in a senior leadership role overseeing multiple projects.

d. Strong knowledge of construction management, budgeting, contracts, and regulatory compliance.
