HR Admin Officer (Restaurant Company)

Position Title: HR Admin Officer

Department: Human Resources

Location: Qatar

Salary: From QAR 8,000 (Full package / Live out)

Reports To: CEO

Position Summary: We are seeking an experienced HR Admin Officer to oversee all HR administrative functions and ensure full compliance with Qatar labor laws and regulations. The ideal candidate will manage government relations, employee documentation, staff welfare, and licensing requirements while supporting our growing operations across multiple business segments.

Key Responsibilities:

Government Relations & Compliance

  • Ensure full compliance with Qatar Labor Law and Ministry of Interior regulations
  • Process and manage all employee documentation with relevant government ministries (MOI, MADLSA, Ministry of Health)
  • Handle visa processing, work permits, residence permits (RP), and renewals
  • Manage labor contract registrations and amendments through the MADLSA portal
  • Coordinate medical examinations, fingerprinting, and ID card processing
  • Maintain updated knowledge of labor law changes and regulatory requirements

Employee Relations

  • Serve as primary point of contact for employee inquiries and grievances
  • Facilitate conflict resolution and maintain positive employee relations
  • Conduct exit interviews and manage employee separation processes
  • Support onboarding and orientation programs for new hires
  • Promote a positive workplace culture aligned with company values

Licenses & Permits

  • Manage and renew all business licenses, health permits, and operational certificates
  • Coordinate restaurant licensing requirements with relevant authorities
  • Ensure gym and diet center regulatory compliance and certifications
  • Track license expiration dates and initiate renewal processes proactively

Staff Accommodation & Transportation

  • Oversee staff accommodation arrangements ensuring compliance with labor law standards
  • Coordinate staff transportation logistics and schedules
  • Manage relationships with accommodation providers and transportation vendors
  • Conduct periodic inspections of accommodation facilities
  • Address accommodation and transportation-related concerns

HR Administration

  • Maintain accurate employee records and HR databases
  • Process employment contracts, amendments, and terminations
  • Prepare HR reports and analytics for management
  • Manage timekeeping systems and leave administration
  • Support payroll processing with accurate documentation

Supervision & Team Leadership

  • Supervise HR administrative staff and coordinate daily activities
  • Provide training and development to team members
  • Ensure quality and accuracy of HR documentation and processes

Qualifications & Requirements:

Education

  • Bachelor's degree in Human Resources, Business Administration, or related field

Experience

  • Minimum 5 years of HR experience in Qatar, with at least 2 years in a supervisory role
  • Proven experience in hospitality, retail, or multi-location operations preferred
  • Extensive knowledge of Qatar Labor Law and government procedures

Skills & Knowledge

  • Thorough understanding of Qatar Ministry regulations and documentation requirements
  • Proficiency in government portals (Hukoomi, MADLSA, MOI)
  • Strong employee relations and conflict resolution skills
  • Excellent organizational and time management abilities
  • Proficient in HRIS systems and MS Office Suite
  • Strong attention to detail and accuracy

Language

  • Arabic speaker strongly preferred
  • Excellent English communication skills (written and verbal)
  • Additional languages are an asset given our diverse workforce

Job Type: Full-time

Pay: QAR8,000.00 - QAR9,000.00 per month
