HR Center of Excellence Senior Specialist

We are seeking a Senior HR COE Specialist to support the design, enhancement, and rollout of group-wide HR frameworks and programs across multiple business units.

The role operates within the HR Center of Excellence and partners closely with HR leadership and business stakeholders to support initiatives across Total Rewards, Organization Development, Performance Management, Talent Management & Development, and Culture & Engagement. With a primary focus on Total Rewards and Organization Development, the role contributes to building consistent, market-aligned, and business-driven people practices across the group.


Key Responsibilities

Total Rewards

  • Support the design, review, and enhancement of compensation and benefits structures to ensure market competitiveness, internal equity, and compliance.
  • Participate in job evaluation, salary benchmarking, and incentive design activities (short- and long-term).
  • Conduct cost modeling and financial impact analysis for proposed reward initiatives.
  • Support annual compensation processes, including increments, bonuses, and merit cycles.

Organization Development

  • Contribute to organizational design and structure reviews, including role profiles and grading frameworks.
  • Support manpower planning, workforce optimization, and succession-related initiatives.
  • Provide analytical and advisory input to organizational effectiveness and transformation programs.

Performance Management

  • Support the implementation and continuous improvement of performance management frameworks.
  • Guide managers on goal setting, performance reviews, and feedback processes.
  • Monitor performance cycles and support linkage between performance outcomes, rewards, and development actions.

Talent Management & Development

  • Support career framework design, competency models, and talent review processes.
  • Contribute to leadership development and high-potential programs.
  • Collaborate with managers to strengthen succession planning and talent pipelines.

Culture & Engagement

  • Support the design and execution of employee engagement surveys and analysis of results.
  • Contribute to initiatives focused on culture, recognition, well-being, and employee experience.
  • Support inclusion and engagement programs across the group.


Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum 5 years of relevant HR experience, with exposure to COE or specialist roles.
  • Strong practical experience in Total Rewards and Organization Development.
  • Hands-on exposure to performance management, talent management, and engagement initiatives.
  • Experience in real estate or diversified group environments is an advantage.
  • Professional certifications such as CIPD or SHRM are preferred.
  • Fluency in Arabic and English is essential.
