SUMMARY:
Plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization’s mission, talent, and compensation strategy.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
· Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
· Articulates Human Resource needs and plans to the executive management team.
· Plans, leads, and develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
· Administers and oversees the company’s human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
· Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
· Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS).
· Maintains turnover and other key employment statistics and statistical data.
· Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
· Serves as the agencies equal employment opportunity officer, maintains EEO logs and files, and completes reports in a timely manner.
· Serve as the liaison between the company and the union, including participating in negotiations.
· Facilitates professional development, training, and certification activities for staff.
· Performs other duties as required.
· Promote and maintain a high level of customer service ensuring that staffs needs are met.
· Regular attendance.

SUPERVISORY RESPONSIBILITIES:
· Responsible for the overall supervision, direction, coordination, and evaluation of the human resources department.
· Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
· Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
· Supports all departments with hiring, termination, addressing complaints, and resolving problems.

· Demonstrated skills, abilities and knowledge of general management practices and principals in human resource management.

· Working knowledge of managing a collective bargaining agreement and union negotiations.
· Working knowledge of Department of Labor rules and regulations, OSHA regulations, and rules and regulations related to record keeping.

· Ability to work varied shifts, which may occasionally include nights and weekends.
· Ability to travel on occasion for seminars, conventions, training, meetings, etc.
EDUCATION and/or EXPERIENCE:
Bachelor's degree from four-year College or university and (2) two to (5) five years related experience and/or training, or equivalent combination of education and experience. Society for Human Resource Management (SHRM) certification or similar credential preferred.
LANGUAGE SKILLS:
· Ability to read, analyze, and interpret general business periodicals, professional journals, and technical procedures or governmental regulations.
· Ability to write reports, business correspondence, and procedure manuals.
· Ability to effectively present information and respond to questions from groups of employees, managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers.
REASONING ABILITY:
· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
· Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
· Ability to handle and keep composure in situations where employees, clients may become hostile and demanding.
· Ability to interact, relate, and have compassion for persons with mental and/or physical disabilities and those who are less fortunate.
· Performs well under pressure.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid driver's license and access to an insured vehicle.
