We are seeking a highly experienced HR Director with a strong background in construction and real estate to lead the Human Resources function across all business units. The ideal candidate has 15–20 years of progressive experience, a university degree, and deep expertise in organization design, job grading systems, talent development, and HR transformation.

Key Duties & Responsibilities
1. HR Strategy & Leadership
- Develop and execute the HR strategy aligned with the company’s construction and real estate business goals.
- Lead HR transformation and implement best practices in workforce planning, talent management, and performance culture.
- Advise the CEO and executive team on organizational structure, manpower planning, and change management.
2. Organization Structure & Job Grading
- Design, maintain, and update job grading systems, including job evaluation, leveling, and role classification.
- Develop clear organization charts for corporate, construction, and real estate divisions.
- Ensure job descriptions, KPIs, and competencies are aligned with business needs.
3. Talent Acquisition & Workforce Planning
- Lead recruitment strategies for senior-level construction, engineering, and real estate positions.
- Build long-term manpower plans for projects, departments, and new business units.
- Manage onboarding programs tailored for technical and project-based staff.
4. Performance Management & KPIs
- Implement a robust performance management system for corporate, project, and site-level employees.
- Establish KPIs for all roles, including project controls, construction, cost, procurement, sales, FM, and real estate teams.
- Ensure annual performance appraisals are executed professionally.
5. Learning, Training & Development
- Develop and lead corporate training plans, technical training, leadership programs, and career development paths.
- Identify capability gaps and introduce training to improve site productivity, project management, and supervisory skills.
- Implement succession planning for key positions.
6. HR Policies & Compliance
- Develop and update all HR policies, procedures, and employee handbooks.
- Ensure compliance with labor laws and regulatory requirements.
- Lead investigations, grievance management, and disciplinary procedures.
7. Compensation, Benefits & Payroll
- Design competitive compensation structures for office, site, and project employees.
- Oversee payroll accuracy, allowances, overtime frameworks, and project-based compensation.
- Benchmark salaries for construction and real estate industries.
8. Employee Relations & Culture
- Build a strong corporate culture focused on performance, accountability, and teamwork.
- Manage employee engagement, communication, and retention initiatives.
- Maintain strong relationships between site teams, head office, and management.
9. HR Systems & Digitalization
- Lead implementation of HRMS / ERP HR modules.
- Ensure employee data, timesheets, attendance, and performance are fully digitized.
- Support transformation into a modern, data-driven HR department.

Qualifications
- Bachelor’s degree in HR, Business Administration, or related field (Master’s Preferred).
- 15–20 years HR experience, with at least 10 years in construction & real estate in Qatar
- Strong experience in job grading systems, job evaluation, and competency models.
- Proven experience managing HR for multi-project construction or real estate companies.
- Excellent leadership, communication, and people management skills.
- Experience with HRMS / ERP systems (SAP, Oracle, Odoo, & success factors ).
