Guides HR operational issues and assists in developing new programs and initiatives to meet management needs.
Partners with management teams across the district and serves as the primary HR point of contact to facilitate the delivery of HR services as appropriate.
Develops strategies, implements initiatives, and conducts various activities to recruit qualified candidates for various open positions throughout the district.
Counsels applicants regarding requirements for hire, transfer, and/or reassignment eligibility, credentials, and/or certification.
Ensures that accurate position allocations have been assigned to assigned sites and/or departments
Understands and can provide guidance on internal and external equity regarding promotions, salary offers, and various aspects of compensation.

Onboards new staff members
Provides information regarding benefits available to employees according to the CBAs and Board Policies, to include benefit options, Oklahoma Teacher’s Retirement System (OTRS) and types of leave.
Assists employees in enrolling and or making changes to benefit elections
Interprets applicable federal and state laws, Board policy, and regulations pertaining to the employment of district staff.
Participates in the development, implementation, and monitoring of recruitment and retention plans.
Identifies and works with the HR team to improve business processes to ensure efficient and accurate workflow and the best utilization of system capabilities to fit the District’s staffing and business needs.
Delivers guidance and support to administrators, managers, supervisors, and employees regarding policies and procedures related to all employment-related issues.
Maintains knowledge and expertise in human resources and regulatory-related issues that may affect staff relative to timekeeping, DOT requirements, safety, licensing, USDA and nutrition services, and Oklahoma State Department of Education guidelines, including recommendations on pending legislative actions, conducting research, responding to issues, and responding to inquiries from district leadership or staff.
Troubleshoots complex employee issues and coordinates the handoff to or collaboration with other team members to solve the problem.
Performs other duties as assigned.
Bachelor’s degree in HR, Business Administration or related field.
A minimum of 5 years of progressive experience in Human Resources.
Proficient in using an HR Information System (SAP, Oracle, PeopleSoft, WorkDay, etc).
Proficient in using an office management suite such as Microsoft Office or Google Suite.
Working knowledge of current federal and state employment laws and regulations, including but not limited to ADA, COBRA, FLSA, FMLA, HIPAA, USERRA, Title VII, and Title IX
Ability to research, retrieve, analyze, and summarize data to develop clear and concise written reports and presentations.
Ability to work independently and use rational judgment in the selection of appropriate resources to use in accomplishing assigned work.
Ability to work collaboratively and establish and maintain effective working relationships with OKCPS HR staff, other departments, and vendors.
Ability to communicate effectively both verbally and in writing.
Ability to work under pressure to meet deadlines, and multi-task multiple projects and activities.
Ability to maintain confidentiality.
Regular attendance is required.
