HR Manager

We are looking for an accomplished the Human Resources Manager to establish and lead the full HR function for our new chemical manufacturing base in Yanbu. This pivotal role requires a deep understanding of the local industrial ecosystem in Yanbu, Saudi labor regulations, and talent landscape. You will be instrumental in building our local team from the ground up, ensuring compliance, and creating a productive and culturally aligned work environment for our project's successful launch and operation.

Key Responsibilities
  • Local HR Strategy & Setup: Develop and implement the project's HR strategy and policies tailored to the Yanbu industrial context, ensuring alignment with Saudi nationalization (Nitaqat) goals and local market practices.
  • End-to-End Talent Management: Lead all recruitment activities for the project, from workforce planning and sourcing to onboarding. Focus on attracting and retaining top Saudi talent, while managing the process for expatriate hires.
  • Labor Law & Regulatory Compliance: Act as the company's primary expert on Saudi Labor Law, GOSI, Qiwa, and other regulatory requirements. Ensure all employment practices, contracts, and documentation are fully compliant.
  • Compensation, Benefits & Payroll: Design and manage a competitive, locally relevant compensation & benefits package. Oversee payroll preparation in coordination with finance, ensuring accuracy and timeliness.
  • Employee Relations & Community Integration: Serve as the key point of contact for all employee matters, fostering positive relations and resolving issues in accordance with local culture and company values. Facilitate the team's integration into the Yanbu community.
  • HR Operations & System Implementation: Build core HR processes from scratch (performance management, records, leaves) and recommend/implement HR technology solutions.
  • Training & Saudization Development: Identify skill gaps and coordinate training programs to develop the talent, supporting both operational readiness and Nitaqat compliance.
Qualifications & Experience
  • Nationality: Saudi Arabian nationality is mandatory.
  • Education: Bachelor's degree in Human Resources Management, Business Administration, or a related field. A master's degree or recognized HR certification (e.g., CIPD, SHRM) is preferred.
  • Experience: Minimum of 8 years of broad HR experience, with at least 5 years in a managerial role. Substantial experience within the industrial, manufacturing, or petrochemical sector in Yanbu is a significant advantage.
  • Knowledge: Expert-level knowledge of Saudi Arabian labor law, GOSI, Nitaqat, and local HR practices. Established networks within the Yanbu/Madinah region are highly desirable.
  • Skills: Proven leadership, strategic planning, negotiation, and problem-solving skills. Ability to build trust and communicate effectively across all levels in a multicultural setting.
  • Languageb> proficiency in Arabic is required. Professional working proficiency in English is essential for reporting and corporate communication.
