The HR Manager will oversee the full spectrum of Human Resources operations within the organization, ensuring compliance with the Qatar Labour Law, internal policies, and company objectives. The role requires strong leadership, understanding of local regulations, and the ability to manage a diverse, multinational workforce.

Key Responsibilities1. Recruitment & Onboarding

  • Manage end-to-end recruitment locally and internationally.
  • Coordinate with overseas recruitment agencies and manage visa processing documentation.
  • Oversee onboarding, induction, and deployment processes in compliance with Qatari regulations.

2. HR Operations & Compliance

  • Ensure HR policies comply with Qatar Labour Law, MOI, MOL, and QID regulations.
  • Manage employment contracts, renewals, and amendments.
  • Oversee HR documentation, employee files, and HRMS accuracy.
  • Handle WPS (Wage Protection System) compliance and employee payroll records.

3. Employee Relations

  • Address employee grievances transparently and confidentially.
  • Foster a positive and culturally diverse work environment.
  • Conduct disciplinary actions as per company policy and Qatar Labour guidelines.

4. Performance Management

  • Implement appraisal systems and KPIs.
  • Guide department managers in performance reviews and improvement plans.
  • Identify skill gaps and coordinate training & development initiatives.

5. Payroll, Compensation & Benefits

  • Review and validate monthly payroll in coordination with finance.
  • Manage leave policies, attendance, overtime, benefits, and insurance claims.
  • Recommend compensation adjustments based on Qatar market standards.

6. Government Relations Coordination

  • Work closely with the PRO for visas, QIDs, medicals, renewals, and exit permits.
  • Monitor timelines for RP renewals, health cards, and other government processes.

7. Organizational Development

  • Lead employee engagement programs and retention strategies.
  • Support workforce planning and manpower budgeting.
  • Lead initiatives that align HR strategy with business goals.

Skills & Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field; Master’s preferred.
  • Minimum 5–7 years of HR experience in Qatar, with at least 2 years in a managerial role.
  • Strong knowledge of Qatar Labour Law and HR best practices.
  • Experience working with multinational teams.
  • Excellent communication skills (English required; Arabic is an advantage).
  • Strong leadership, problem-solving, and decision-making abilities.
