HSE Engineer - Construction

Key Responsibilities

  • Develop, implement, and oversee Health, Safety, and Environmental (HSE) strategies in alignment with contractual requirements, company standards, and applicable regulatory frameworks.
  • Administer and monitor safety management procedures such as risk assessments, method statements (RAMS), and permit-to-work systems to ensure operational compliance.
  • Perform routine site walkthroughs, internal audits, and safety briefings/toolbox talks to promote continuous improvement and strengthen safety awareness on site.
  • Identify potential construction-related risks—including excavation activities, work at height, lifting operations, scaffolding, and formwork—and implement effective preventive and corrective controls.
  • Monitor subcontractors and site teams to ensure adherence to established HSE policies and safe working practices.
  • Conduct thorough investigations of incidents, accidents, near-misses, and unsafe conditions, ensuring accurate reporting and timely implementation of corrective actions.
  • Maintain comprehensive HSE documentation, including incident reports, inspection records, safety statistics, and training logs.
  • Collaborate closely with project management, engineering teams, and field staff to integrate safety considerations into daily operations and planning.
  • Ensure proper selection and usage of personal protective equipment (PPE) and verify that safety signage and hazard warnings are clearly displayed throughout the site.
  • Support emergency preparedness initiatives, organize drills, and contribute to environmental compliance and sustainability programs.

Education & Experience

  • Bachelor’s degree or diploma in Engineering, Occupational Health & Safety, Environmental Science, or a closely related discipline.
  • 3–7 years of practical experience in an HSE or Safety Officer role within the construction industry.
  • Recognized professional certification in occupational health and safety (e.g., NEBOSH IGC, IOSH, OSHA, or equivalent international credential).
  • Strong knowledge of applicable local safety legislation, international HSE standards, and construction safety best practices.
  • Proven capability in preparing and managing HSE documentation, performing audits, and coordinating with clients, consultants, and regulatory authorities.
