Key Responsibilities
- Act as the Client/Developer’s representative in overseeing the effective implementation of Health, Safety, and Environmental (HSE) standards across the project site.
- Ensure all construction operations comply with national safety legislation, applicable international standards, and established industry guidelines.
- Conduct regular site walkthroughs, compliance audits, and risk assessments, preparing comprehensive reports for the client’s project management team.
- Monitor and evaluate the contractor’s and subcontractors’ execution of approved HSE plans, method statements, and risk assessments to ensure full compliance.
- Detect unsafe behaviors or hazardous site conditions, issue formal observations, and recommend corrective actions to contractors while keeping the Client informed.
- Facilitate and participate in safety briefings, coordination meetings, and emergency response drills.
- Provide HSE awareness sessions and safety training programs for workers, supervisors, and relevant staff.
- Review and verify safety-related documentation, including incident records, training registers, PPE logs, and compliance reports.
- Confirm adherence to approved safe systems of work and ensure appropriate personal protective equipment (PPE) is supplied and properly utilized.
- Support incident and accident investigations, ensuring corrective and preventive measures are properly implemented and closed out.
- Coordinate with relevant government entities and regulatory bodies to support inspections and maintain statutory compliance.
- Strengthen site safety awareness by educating personnel on emergency protocols, first aid measures, and applicable safety regulations.
- Establish and maintain high housekeeping standards consistent with HSE requirements.
- Organize and supervise daily housekeeping operations, including waste management, material storage, and proper arrangement of tools and equipment.
- Implement structured inspection programs for construction equipment, tools, and safety systems.
- Perform periodic visual and operational checks on hand tools, power tools, lifting accessories, and scaffolding structures.
- Verify that all machinery and equipment are properly inspected, certified, tagged, and maintained in safe working condition.
- Maintain detailed records of inspections, certifications, maintenance logs, and calibration reports.
- Monitor and document site manpower allocation by subcontractor for reporting and coordination purposes.
- Work in close coordination with the security department to ensure compliance with HSE and site control procedures.
- Conduct joint inspections with security personnel to identify risks such as unauthorized access, unsafe storage, or unprotected hazard zones.
- Oversee access control systems to ensure effective monitoring of site entry and exit points.
- Ensure proper identification protocols and visitor registration processes are consistently enforced.
Requirements
- Bachelor’s degree or diploma in Engineering or a related technical discipline.
- Professional safety certification such as NEBOSH IGC, IOSH, or an equivalent recognized qualification is preferred.
- Minimum of 5 years’ experience in construction HSE supervision, ideally within a client, consultant, or developer environment.
- Strong knowledge of Bahrain’s occupational health, safety, and environmental regulations.
- Excellent communication, analytical, and report-writing skills.
- Demonstrated ability to coordinate effectively with multidisciplinary project teams in a construction setting.
