HSE Inspector

Description:

The HSE Inspector is responsible for monitoring, inspecting, and supporting the implementation of Health, Safety, and Environmental (HSE) standards across the project site. The position ensures compliance with company procedures, local regulations, and international best practices to maintain a safe, healthy, and environmentally responsible workplace for all employees and subcontractors.

Purpose of the work:

To ensure effective implementation of all health, safety, and environmental policies and procedures on site, prevent incidents and unsafe conditions, and promote a strong safety culture throughout all levels of the project organization.

Main responsibilities:

  • Conduct daily inspections of work areas, facilities, and equipment to ensure compliance with HSE standards.
  • Identify and report potential hazards, unsafe acts, or non-conformities, and ensure timely corrective actions.
  • Monitor high-risk activities such as lifting, confined space entry, working at height, and hot works.
  • Participate in incident investigations, root cause analyses, and preparation of reports and corrective action plans.
  • Maintain accurate records of inspections, incidents, and safety observations.
  • Conduct toolbox talks, safety briefings, and awareness sessions for employees and subcontractors.
  • Ensure proper use of personal protective equipment (PPE) and promote safe work practices.
  • Support emergency preparedness activities and participate in drills and simulations
  • Verify that work permits, risk assessments, and method statements are in place and properly implemented.

Company Requirements:

  • Local and international HSE regulations and standards (OSHA, ISO 45001, ISO 14001).
  • Company HSE management systems and procedures.
  • Risk assessment and control measures for construction activities.
  • Accident and incident investigation techniques.
  • Principles of safe lifting, working at height, and confined space safety.
  • Emergency response and evacuation procedures.
  • Environmental protection standards related to construction operations.
  • Documentation and reporting practices in HSE management.

Qualification requirements:

  • Technical or engineering education with additional qualifications in HSE (diploma, NEBOSH/IOSH or equivalent).
  • Strong understanding of construction safety principles and local HSE regulations.
  • Proficiency in English (spoken and written) sufficient for communication and reporting in an international team.
  • Knowledge of first aid and basic emergency response is an advantage.
  • Good computer skills (MS Office, HSE data reporting systems).
  • Ability to recognize hazards, assess risks, and propose practical safety solutions.
  • Excellent observation, documentation, and communication skills.

Has rights:

· Access all work areas and documentation necessary for HSE inspections.

· Request corrective actions and stop unsafe work activities until hazards are mitigated.

· Participate in meetings, inspections, and audits related to health, safety, and environment.

· Propose improvements to enhance site safety and environmental performance.

· Receive information on any incidents, near misses, or violations for investigation purposes.

Responsibility

· For proper and timely identification of unsafe acts, hazards, and non-conformities.

· For maintaining accurate and complete HSE documentation and reports.

· For compliance with company HSE procedures and regulatory requirements.

· For providing objective feedback and recommendations to improve workplace safety.

· For promoting safe behavior and a positive HSE culture among site personnel.

Liability of the Materially Responsible Person (MRP):

· The HSE Inspector is responsible for maintaining all assigned HSE inspection tools, measuring instruments, and protective equipment, ensuring their safe and proper use.

Compliance with civil protection rules, including industrial and fire safety, occupational safety and health, environmental protection and energy conservation:

· The HSE Inspector must comply with all company and statutory safety, industrial, and environmental protection standards and contribute to the prevention of accidents, incidents, and environmental pollution through continuous supervision and proactive safety monitoring.

Experience:

  • Minimum 3–5 years of experience in HSE roles, preferably on industrial or construction projects, with a proven record of safety inspection and compliance monitoring.

· Work location: Reko Diq site, Baluchistan province, Pakistan.

· Work schedule: Rotational (shift) schedule.
