The HSE Officer is responsible for ensuring compliance with occupational health, safety, and environmental policies across all project and operational sites. The role involves developing and implementing safety policies, conducting risk assessments, providing training, and ensuring adherence to regulatory standards to create a safe working environment within the Manufacturing and MEP operations.
Key Responsibilities:
- Implement and monitor HSE policies, procedures, and programs to ensure a safe working environment.
- Conduct daily site inspections, audits, and risk assessments to identify potential hazards.
- Investigate accidents, incidents, near-misses, and prepare detailed reports with corrective actions.
- Conduct HSE inductions, toolbox talks, and safety training for employees and contractors.
- Ensure that all equipment and machinery are safe for use and maintained in accordance with legal requirements.
- Maintain accurate HSE records and documentation (inspection reports, incident logs, permits, etc.).
- Enforce safe work practices and ensure compliance with national/international HSE standards.
- Liaise with regulatory authorities during audits and inspections.
- Promote a strong safety culture through awareness campaigns and behavior-based safety programs.
- Assist with emergency preparedness and conduct periodic drills.
- Monitor compliance with fall protection, scaffolding, excavation, and confined space standards.
- Supervise contractor safety and ensure proper PPE usage and work zone controls.
- Oversee environmental controls including noise, dust, and waste management on-site.
- Ensure machine safety guarding and lockout/tagout procedures are in place.
- Monitor chemical handling, storage, and disposal.
- Conduct ergonomics assessments and industrial hygiene sampling when necessary.
- Ensure safety in high-voltage electrical works, HVAC systems, and plumbing operations.
- Coordinate safety of lifting operations, hot works, and energized systems.
- Monitor confined space entry and permit-to-work systems.
Qualifications & Experience:
- Bachelor’s degree/diploma in Occupational Health & Safety, Engineering, or related field.
- NEBOSH IGC, IOSH Managing Safely, or equivalent HSE certification is required.
- Minimum 3–5 years of relevant experience in construction, manufacturing, or MEP industries.
- Knowledge of local and international HSE regulations and standards.
- First Aid, Fire Safety, and Environmental Management training is a plus.
