Job Purpose
The HSE Supervisor plays a critical role in ensuring that all Health, Safety, and Environmental (HSE) practices within the Egypt division are fully aligned with company policies, regulatory requirements, and international standards. The primary objective is to maintain a safe, healthy, and incident-free environment for employees and passengers. This role supports the continuous improvement of HSE processes, provides expert guidance on HSE-related matters, monitors and enhances performance metrics, delivers training programs, and collaborates closely with the HSE Management team to achieve the organization’s safety and environmental objectives.

Collaborate with internal teams to achieve HSE goals and objectives.

Assist management in conducting HSE risk assessments and defining effective control measures.

Help coordinate and oversee HSE-related activities, particularly in areas involving interfaces with other contractors.

Provide guidance and advice to personnel to prevent accidents, damage to equipment, fires, and environmental harm.

Recognize and promote best practices, while addressing any violations of regulations and RATP Dev Standards.

Advise personnel on all relevant HSE aspects related to RDMC operations.

Participate in incident investigations, ensuring thorough analysis and implementation of corrective actions.
Develop HSE Management System
-
Assist management in the development, deployment, and maintenance of local procedures and tools, ensuring alignment with RATP Dev Standards and international regulations.

Support the proper deployment of RATP Dev HSE standards and tools (e.g., Safe Tracker) to ensure compliance.
HSE Compliance

Help management ensure adherence to HSE Plans, guidelines, and work instructions.

Conduct HSE legal compliance checks for specific regulatory requirements.
Contribution to the development of HSE culture

Inform, instruct, and train employees on safe and environmentally responsible work practices following method statements.

Participate in the implementation of HSE training programs, including conducting HSE inductions and ensuring the organization of Toolbox meetings.
Safety Accountabilities

Ensure compliance with the Company Safety Policy and Safety Management System.

Ensure accurate reporting, recording, and investigation of accidents and near misses to determine root causes.

Identify and mitigate potential risks associated with work activities, ensuring that employees, contractors, and visitors are aware of safety procedures and relevant legislation.

Promote the shared responsibility for safety, security, and environmental matters among all staff, encouraging reporting and intervention when violations occur.

Perform regular safety inspections and audits to ensure adherence to safety standards.

Investigate accidents, incidents, and near-misses to determine root causes and prevent future occurrences.

Coordinate and lead safety meetings, drills, and other safety awareness activities.

Keep detailed records of safety inspections, incidents, and training sessions.

Communicate findings to management and relevant stakeholders, and follow-up to ensure the timely implementation of corrective actions.

Maintain accurate and up-to-date records of safety inspections, incident investigations, training activities, and compliance documentation.

Ensure all safety records are properly filed and easily accessible for audits or inspections.

Maintain a safe workplace environment that poses no risk to health or the environment.

Ensure the organization meets statutory obligations regarding health, safety, environmental protection, and welfare at work, including training and reporting requirements.

Ability to provide checklists and inspection tools for systematically evaluating safety conditions.

Coordinate the development of health, safety, and environmental policies, systems, and procedures.

Ensure strict adherence to and regular review of health, safety, and environmental policies, procedures, rules, and regulations.

Assist in compliance reviews, general risk assessments, and other safety assessments to support.

Undertake other duties and responsibilities as assigned.
Qualifications
ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

Bachelor’s degree in Engineering, Science or a recognized Health & Safety qualification accredited by the relevant authorities in the country of operation (where applicable).

Proficient in English, both written and spoken.
Knowledge
-
Experience in the development of organization-wide policies.
-
Familiarity with railway operations, safety procedures, and the regulatory environment.
-
Knowledge of management standards relevant to the systems under responsibility.

Expertise in risk analysis and assessment.
-
Proficiency in utilizing HSE management tools.
Experience
-
From 5 to 7 years of relevant experience, preferably in the railway sector or heavy industry, with a strong focus on management, including ISO certification and/or Health, Safety, and Environment (HSE) management for high-performance systems.
