Human Capital Advisor (Contractual)

  • Provide strategic advisory support on human capital planning, workforce transformation, and organizational effectiveness initiatives to ensure alignment with institutional priorities and long-term business objectives.
  • Lead the review and refinement of organizational structures, departmentation, functional alignment, and reporting lines to improve clarity, accountability, and operational efficiency.
  • Develop and implement competency frameworks and capability mapping models to identify role requirements, assess workforce capabilities, and support talent development and succession planning.
  • Review and support the enhancement of grading, compensation, and job evaluation structures to strengthen internal equity, role alignment, and market competitiveness.
  • Draft, review, and improve HR policies, governance frameworks, workflows, RACI matrices, forms, and control mechanisms to ensure consistency, compliance, and effective process management.
  • Align delegation of authority frameworks and regulatory requirements with the approved organizational structure to strengthen governance, decision-making, and accountability.
  • Design and strengthen performance governance frameworks, management dashboards, and reporting systems to support performance monitoring, oversight, and informed decision-making.
  • Define HRMS functional requirements in coordination with relevant stakeholders and support process improvement initiatives to enable efficient and integrated HR operations.
  • Lead change management initiatives, leadership workshops, and stakeholder alignment sessions to support the successful implementation of organizational and HR transformation initiatives.
  • Conduct governance and HR-related risk assessments, support audit readiness activities, and prepare progress reports, implementation updates, and stabilization reports for management review.

Requirements
  • Minimum 16 years of education in HR, Business Administration, Management, Public Administration, or a related field.
  • A Master’s degree or relevant professional certification will be an advantage.
  • 12–15 years of relevant experience in Human Resources, Organization Development, Human Capital Advisory, or Institutional Development.
  • Strong experience in organization design, HR governance, policy development, competency frameworks, grading and compensation, and change management.
  • Experience in public sector, regulatory environments, or transformation projects will be preferred.
  • Good understanding of HR strategy, governance, job evaluation, HR systems, and performance frameworks.
  • Strong analytical, communication, stakeholder management, and report writing skills.
