Human Resources Specialist (ER/LR)

Role Overview

We are seeking a high-level Human Resources Specialist to serve as a technical expert in Labor and Employee Relations (ER/LR) for Washington Headquarters Services (WHS). In this role, you will provide authoritative advisory services and policy guidance to senior leadership across the Office of the Secretary of War and various Defense Agencies. You will handle the most complex, sensitive, and controversial cases where standard techniques may be inadequate.


Key Responsibilities

➔ Expert Advisory: Provide a full range of management advisory and policy-determining services regarding United States Code Title 5, Title 10, and AcqDemo matters.


➔ Labor Relations: Serve as a member of management negotiating teams, develop proposals/counterproposals, and manage contract administration for multiple bargaining units.


➔ Dispute Resolution: Represent agency management in proceedings before the Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Federal Service Impasses Panel (FSIP).


➔ Case Management: Conduct research on complex legal problems to resolve grievances, appeals, and disciplinary/adverse actions.


➔ Policy Development: Draft, implement, and evaluate agency-wide policies and instructions pertaining to labor-management partnerships and employee conduct.


Qualifications & Conditions

Technical Expertise: Mastery of ER/LR principles, concepts, and practices. Communication: Advanced skill in oral and written communication to represent the agency at meetings with OPM, MSPB, and other Federal entities.


Work Schedule: Ability to work outside of normal duty hours, including evenings or weekends, as required.
