The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO), is seeking a qualified candidate for the position of IT Budget & Compliance Analyst (Fiscal Services Administrator I) within the Office of Budget and Contracts. The IT Budget & Compliance Analyst is responsible for providing strategic financial and analytical support for the Office of Transportation Technology Services (OTTS) by managing its IT budget, developing independent cost estimates, and ensuring compliance with Maryland Department of Transportation (MDOT) fiscal and procurement policies. The incumbent serves as a financial liaison between OTTS and the Office of Budget and Contracts.
The IT Budget & Compliance Analyst directly supports the mission by enhancing enterprise-level financial planning, procurement coordination, and cost transparency for IT initiatives. It offers opportunities to contribute to cost transparency efforts through frameworks such as Technology Business Management (TBM) and Software Asset Management (SAM), bolstering the division’s ability to deliver value-driven technology services across all MDOT modes through informed decision making, optimizing resource allocation, and ensuring fiscal accountability.

The employee in this position will receive managerial supervision from the IT Budget Manager.
The current vacancy exists at MDOT TSO in the Office of Budget and Contracts, which is located in Hanover, MD (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and required on-site work hours.

Education: Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.
Experience:Five (5) years of experience in budgeting, fiscal or financial management, auditing, or professional accounting.
The ideal candidate will bring strong financial, analytical, and process-improvement skills to support the technology budgeting needs of the Office of Transportation Technology Services (OTTS). They will be comfortable working in a dynamic environment where accuracy, clarity, and collaboration are essential.

Notes:
1. Applicants may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.
3. Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.
4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the state of Maryland.
