Position Overview

We are seeking an experienced IT Tender Specialist with a strong background in managing end-to-end bid processes for government and enterprise clients across Dubai regions. The ideal candidate will have a proven track record in winning competitive government tenders, particularly in digital transformation, IT infrastructure, and process automation projects. This role requires expertise in proposal development, tender submissions, and pre- and post-bid management, coupled with strong knowledge of public procurement frameworks within region.

Key Responsibilities

Identify, track, and evaluate relevant government and enterprise IT tenders across Dubai markets.

Manage the complete bid lifecycle: tender analysis, strategy formulation, content creation, timely submission, and compliance.

Coordinate with technical, legal, commercial, and delivery teams to gather information and prepare compelling proposals.

Develop high-quality, customized bid documents including executive summaries, technical solutions, case studies, and pricing proposals.

Lead negotiations, clarifications, and responses to government procurement authorities pre- and post-submission.

Ensure adherence to UAE public procurement laws, regulations, and standard bidding formats.

Maintain a bid knowledge repository with templates, FAQs, and best practices to increase success rates.

Track industry trends, competitor strategies, and new opportunities in digital transformation and process automation domains.

Provide continuous process improvements to optimize proposal preparation and submission efficiency.

Qualifications and Experience

Bachelor’s degree in Information Technology, Business Administration, or related field (Master’s preferred).

Minimum 3+ years of proven experience in bid management and tendering for IT/digital transformation projects.

Demonstrated track record of successfully winning government contracts

Advanced knowledge of tender procedures and procurement frameworks of Dubai/UAE procurement systems.

Strong expertise in IT domains such as process automation, cloud solutions, digital services, and enterprise transformation.

Exceptional writing and presentation skills; ability to craft persuasive and compliant proposals.

Strong stakeholder management and cross-functional collaboration skills.

Ability to work under pressure and meet strict deadlines for large-scale government bids.

Desired Skills

Familiarity with tools for bid management, proposal automation, and opportunity scanning.

Strong analytical abilities to evaluate RFP/RFQ requirements and create winning strategies.

Excellent organizational abilities to manage multiple tenders simultaneously.

Job Type: Part-time

Pay: AED2,000.00 - AED4,000.00 per month

Expected hours: 20 – 25 per week
