Job Title: Legal Counsel

Role Purpose

The Legal Counsel will provide expert legal advice and oversight throughout the Advance Tax Rulings (ATR) process. The role ensures that all rulings are legally sound, enforceable, and aligned with Qatari legislation and administrative law principles.

The successful candidate will play a key role in safeguarding the legal integrity of tax rulings while promoting clarity, fairness, and consistency in decision-making.

Key Responsibilities

1. Legal Review & Interpretation

  • Review draft rulings to ensure legal accuracy, enforceability, and compliance with statutory requirements
  • Assess alignment with applicants’ rights and administrative law principles
  • Identify legal risks, ambiguities, or gaps and recommend practical solutions

2. Risk Management & Precedent Control

  • Evaluate potential litigation risks and implications for precedent
  • Advise on protective language and safeguards to minimize legal exposure
  • Ensure rulings are defensible under appeal and judicial review

3. Policy & Governance Alignment

  • Ensure compliance with confidentiality, disclosure, and publication standards
  • Review and validate redactions for publicly issued rulings
  • Safeguard sensitive and confidential information

4. Collaboration & Case Lifecycle Support

  • Provide structured legal feedback to Tax Analysts and Senior Tax Analysts
  • Coordinate with Case Managers to ensure adherence to documentation and approval processes
  • Participate in technical discussions, hearings, and provide legal briefings to leadership

5. Documentation & Quality Assurance

  • Ensure clear, precise, and well-structured legal drafting with proper references
  • Maintain records of legal interpretations, precedents, and case law
  • Support consistency and knowledge-sharing across the ATR function

Qualifications & ExperienceEssential

  • Bachelor’s or Master’s degree in Law (LLB/LLM or equivalent)
  • Minimum 5–8 years of relevant legal experience, preferably in tax, regulatory, or administrative law
  • Strong knowledge of Qatari legal framework and administrative law principles
  • Experience in drafting, reviewing, and advising on complex legal matters
  • Excellent analytical and problem-solving skills
  • Strong written and verbal communication skills in Arabic and English

Desirable

  • Experience in taxation or government advisory roles
  • Professional legal certification or bar admission
