Job Overview

This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. Positioned at the intersection of actuarial science, regulatory strategy, and market oversight, the Manager of Motor & P&C spearheads the Authority’s efforts to craft forward-looking policy for the nation’s largest non-life insurance lines. Reporting to the Director of Public Policy Design, this role will translate complex risk analytics into practical regulatory frameworks, ensuring pricing, solvency, and consumer-protection regimes remain data-driven and globally aligned. The incumbent orchestrates rigorous research, data-governance, and quality-assurance disciplines that safeguard analytical integrity, while mentoring a cadre of specialists to expand the Division’s technical depth. By cultivating strategic partnerships with insurers, government bodies, and international standard-setters, the role elevates the Authority’s influence, accelerates policy innovation, and secures resilient, equitable outcomes for policyholders and the wider financial system.


Responsibilities

  • Lead deep-dive econometric and actuarial analyses on motor and property risk trends to generate evidence that informs new policy proposals.
  • Develop and continuously refine quantitative pricing and solvency methodologies that align with IA regulations and emerging international standards.
  • Produce technical working papers and regulatory impact assessments to support Departmental submissions to the Director of Public Policy Design.
  • Serve as the Authority’s subject-matter expert on Motor & P&C policy, providing expert guidance to Managers of Health & Life and Sector Policy Design on cross-line issues.
  • Advise legal drafting teams on the translation of technical requirements into enforceable regulatory language.
  • Mentor Experts and Specialists, reviewing their analyses for methodological rigour and ensuring transfer of best practices.
  • Design and implement quality-assurance checks for all Motor & P&C data sets to guarantee accuracy of loss-ratio, premium, and exposure statistics used in policymaking.
  • Validate industry submissions and escalate material discrepancies to the Manager of Motor & P&C for resolution with regulated entities.
  • Maintain reference models, code libraries, and documentation in accordance with the Authority’s data-governance framework.
  • Represent the Division in technical workshops with insurers, reinsurers, and actuarial societies to socialize proposed methodological changes.
  • Prepare and deliver knowledge-sharing sessions for internal colleagues across the Public Policy Design Department, translating complex analytics into actionable insights.
  • Contribute Motor & P&C perspectives to inter-departmental taskforces on climate resilience, Insurtech, and consumer-protection initiatives.
  • Manage/Own departmental strategic planning, budgeting, staffing, and workforce management to ensure cohesive and efficient Motor & P&C operations aligned with IA’s strategic framework.



Qualifications and Requirements


Knowledge and Experience

  • 8+ years with bachelor’s degree, 6+ years with Master’s degree, 4+ years with PhD
  • Position relevant experience is required
  • 2+ years in leadership roles (preferred)


Education and Certifications

  • Bachelor’s Degree in Public Policy, Law, Economics, Insurance, Business Administration, or a relevant field, or related field
  • Master’s degree preferred
