The North Carolina Department of Public Instruction is seeking applicants for an Education Test/Account Consultant II (Working Title: Office Test Design Consultant) for our Office of Accountability and Testing.
The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 3–12 and the school accountability program. To accomplish its mission, the office is comprised of four sections: Testing Policy and Operations, Test Development, Psychometric and Test Design, and Analysis and Reporting. The work of the office is organizationally and technically complex and requires daily application of statistics, research and design methods, and logistical planning. Administrative and policy decision-making at the levels of the U.S. Department of Education, U. S. Congress, the North Carolina General Assembly, the State Board of Education, and the Department of Public Instruction directly and indirectly impact the office’s activities and its operations on a routine basis. The office’s work encompasses access and review of highly sensitive and confidential information/data as the assessment program generates results for individual students, teachers, schools, and school districts in the state for grades 3–12.
This position is responsible for providing leadership with managing external technical experts and stakeholders to ensure the design and development of assessments meet state and federal requirements for technically sound, reliable and valid measurements. This position will also serve as the technical liaison in gathering and facilitating office wide tasks, activities and events to implement state and federal legislative requirements, State Board of Education, and agency assessment and accountability initiatives for elementary, middle, and high school grade levels.
Some travel is needed.

Minimum Education and Experience
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Master’s degree in Education, Tests and Measurement, Education Research, Education/Quantitative Psychology and Statistics, or Statistics, from an appropriately accredited institution and three years of directly related experience in an education environment needed to perform the work; or an equivalent combination of education and experience.
Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge, skills, and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.
