OPERATION MANAGER - MEDICAL CLINIC

The Operations Manager is responsible for managing and streamlining all non-clinical operations of the medical center in Dubai. The role requires strong knowledge of Dubai Health Authority (DHA) regulations to ensure the center’s compliance in licensing, operations, and patient care standards. This position oversees administrative, HR, financial, and facility functions, ensuring operational efficiency, regulatory adherence, and excellence in patient experience.

ey Responsibilities1. Regulatory Compliance (DHA Focus)

  • Ensure the medical center complies with DHA regulations, standards, and licensing requirements.
  • Oversee timely renewal of DHA facility license, staff professional licenses, and inspections.
  • Coordinate with DHA auditors during assessments and prepare documentation for compliance.
  • Monitor changes in DHA policies and implement necessary adjustments in operations.
  • Train staff on DHA guidelines, patient safety, infection control, and reporting procedures.

2. Operations & Administration

  • Manage daily non-clinical operations, including reception, billing, housekeeping, and facility maintenance.
  • Implement and monitor Standard Operating Procedures (SOPs) aligned with DHA and MOHRE requirements.
  • Ensure smooth patient flow, from registration to discharge, minimizing waiting times.
  • Oversee vendor and supplier contracts for medical and non-medical equipment/services.

3. Patient Services & Experience

  • Supervise front office operations to ensure patient satisfaction and high-quality service delivery.
  • Address escalated patient complaints with professionalism and efficiency.
  • Monitor patient feedback and implement improvement measures in coordination with clinical teams.

4. Financial & Resource Management

  • Work with the finance team to manage budgets, expenses, and operational costs.
  • Supervise insurance approvals, claims, and revenue cycle management in line with DHA coding standards.
  • Control inventory and procurement of medical/office supplies with accountability systemS

6. Risk Management & Quality Assurance

  • Enforce DHA-approved infection control, patient safety, and health & safety policies.

7. Strategic Planning & Reporting

  • Provide regular reports to management on operations, staff performance, and compliance updates.
  • Support strategic initiatives such as digital transformation (online booking, DHA Sheryan portal, telemedicine).
  • Collaborate with Marketing/Business Development teams to align operations with growth plans.
  • Identify operational risks and develop preventive/corrective action plans.
  • Support the Quality Department in audits, KPIs, and accreditation processes.
  • Ensure availability of emergency response systems, drills, and incident reporting.
