Operations Director

The Operations Director at QSAS will lead the overall operations function, overseeing Procurement, Construction Delivery, and Facility & Site Operations across all projects and assets.


The role is pivotal in ensuring seamless integration across the asset lifecycle, from sourcing and contracting through construction execution to operational readiness and ongoing site performance. The job will drive operational excellence, cost efficiency, and governance compliance, ensuring that all projects and facilities are delivered and operated to the highest standards.


The job is also expected to establish a scalable and integrated operating model, positioning QSAS to efficiently manage current and future assets while supporting business growth and operational sustainability.



Core Responsibilities:


Leadership and Strategic Vision:

  • Define and execute the overall operations strategy , aligning procurement, construction, and site operations with QSAS’s business objectives
  • Lead, inspire, and mentor teams across Procurement, Construction, and Facility & Site Operations
  • Establish an integrated operating model ensuring seamless coordination across functions
  • Drive operational excellence initiatives to enhance efficiency, cost control, and service delivery
  • Develop and communicate operational roadmaps , translating project pipelines into execution and readiness plans
  • Efficiently manage budgets and resources across functions, ensuring optimal allocation


Operations Excellence and Oversight:

  • Oversee end-to-end procurement processes , including sourcing, tendering, contracting, and supplier performance management
  • Ensure compliance with governance frameworks, DOA, and procurement policies
  • Oversee construction delivery across all projects , ensuring alignment with scope, cost, and timelines
  • Manage contractors, consultants, and vendors to ensure high-quality execution and delivery standards
  • Establish and implement quality assurance, policies, procedures, and operational standards
  • Ensure adherence to HSE regulations and statutory requirements across projects and sites
  • Oversee facility management operations , including maintenance, utilities, security, and soft services
  • Ensure operational readiness of all sites through structured handover, commissioning, and activation processes
  • Monitor and enhance site performance, uptime, and customer/visitor experience
  • Conduct risk assessments, identify operational risks, and implement mitigation strategies
  • Manage emergency response planning to ensure a safe and secure environment across all sites


Integration and Lifecycle Management:

  • Ensure seamless transition from construction to operations , including testing, commissioning, and handover
  • Align procurement, construction, and operations into a unified lifecycle management approach
  • Establish governance frameworks, reporting structures, and performance dashboards across functions
  • Drive cross-functional collaboration with internal stakeholders to ensure operational alignment and readiness


Financial and Commercial Management:

  • Oversee CAPEX and OPEX budgets across procurement, construction, and operations
  • Track financial performance against approved budgets and identify cost optimization opportunities
  • Manage contract performance and ensure commercial efficiency across all engagements
  • Support business planning and investment decisions related to new and existing assets



Responsibilities: General Management:


People Management

  • Lead, inspire, and mentor teams across Procurement, Construction, and Facility & Site Operations
  • Guide and mentor direct reports, ensuring professional growth, accountability, and high performance
  • Oversee recruitment, performance management, training, and development of the operations team


Years & Nature of Experience

  • Minimum of 12–15 years of experience across:
  • Procurement and contracting
  • Construction/project delivery
  • Facility and site operations
  • Proven track record in managing large-scale or multi-site projects and operations
  • Strong experience in contract management frameworks (e.g., FIDIC or equivalent)
  • Demonstrated ability to manage end-to-end asset lifecycle (build to operate)
  • Experience in entertainment, hospitality, or asset-heavy environments is preferred
