Job Description – Payroll Accountant

1. Primary Purpose

The Payroll Accountant is responsible for managing the end-to-end payroll process of the organization. This includes ensuring accurate and timely payroll processing, compliance with UAE labour laws, pension regulations, and WPS requirements, as well as maintaining payroll records and reports. The Payroll Accountant ensures employees are paid correctly and on time while supporting finance and HR functions.

2. Responsibilities Payroll Processing

  • Collect and review employee timesheets or attendance records.
  • Calculate and process monthly payroll including wages, bonuses, commissions, and allowances.
  • Verify payroll data accuracy, including deductions, allowances, and employee status changes.
  • Prepare and distribute paychecks or arrange direct deposits.
  • Address and resolve payroll-related inquiries from employees.
  • Process procedures for advance salary requests and employee loan deductions.

Payroll Reconciliation & Reporting

  • Reconcile and verify employee salaries with their bank accounts.
  • Reconcile payroll accounts and resolve discrepancies.
  • Prepare payroll postings into accounts on a monthly basis.
  • Generate payroll reports (earnings statements, tax reports, labor cost analysis).
  • Prepare and submit pension reports and filings in compliance with pension laws and regulations.
  • Collaborate with Finance for accurate recording of payroll expenses and accruals.

Employee Recordkeeping

  • Maintain accurate and confidential payroll records, including contracts and related documents.
  • Ensure compliance with data protection and privacy regulations.
  • Support onboarding and offboarding payroll processes, including final settlements (end-of-service benefits, gratuity, and leave provision calculation).

Payroll Administration

  • Ensure compliance with UAE Labour Law (MOHRE) and ADGM regulations.
  • Maintain and update employee payroll data (personal details, banking details, etc.).
  • Ensure compliance with WPS (Wage Protection System).
  • Prepare and submit payroll tax filings and reports.
  • Stay updated on changes in payroll regulations and laws.

Benefits Administration

  • Administer employee benefits (health insurance, retirement, and pension plans).
  • Coordinate with HR and benefits providers to ensure accurate and timely deductions and payments.
  • Ensure pension deductions and benefits are processed in line with applicable laws.

Other Duties

  • Take a lead role in Health, Safety & Environment (HSE) by ensuring safe systems and conditions of work.
  • Perform other related duties as assigned by management.

3. Qualifications & Experience

Education

  • Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field (required).

Experience

  • Minimum of 3 years of experience in payroll/accounting (UAE payroll experience strongly preferred).
  • Experience with Odoo payroll system is an advantage.

Skills & Competencies

  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Advanced proficiency in MS Excel (Pivot Tables, VLOOKUP, IF statements, reconciliation formulas).
  • Knowledge of UAE Labour Law (MOHRE), ADGM regulations, and Pension Law.
  • Experience in gratuity and leave provision calculations.
  • Experience in payroll posting and reconciliation with bank accounts.
  • Strong math skills with ability to identify numerical errors.
  • Good time management and ability to work under tight deadlines.

  • Compliance with WPS, Pension, MOHRE, and ADGM regulations.
