The City of Phoenix is seeking Payroll Specialists (Human Resources Aides) to fill vacancies in multiple city departments. Human Resources Aides perform paraprofessional, technical, and specialized administrative work in one or more functional areas of human resources to include conducting background checks; managing human resources records; reading, interpreting, and explaining HR-related policies and procedures; and performing other human resources-related functions.

Responsibilities include:

  • Processing bi-weekly payroll and human resources transactions.
  • Preparing paperwork for new hire onboarding, transfers, promotions, demotions, leave of absence, retirements, and other separations.
  • Managing employee leave and conducting leave analysis.
  • Monitoring and processing Performance/Salary Review due dates to ensure salary increases are processed timely and in accordance with Memoranda of Understanding/Memoranda of Agreement (MOU/MOA) requirements.
  • Submitting Industrial Leave Pay Authorizations (ILPA) for employees on industrial leave.
  • Performing routine audits.

The Human Resources Aide classification exists across multiple departments within the City of Phoenix. This recruitment may be used to fill future vacancies in any department over the life of the eligibility list. The duties and responsibilities may differ in each department. In some departments, this role may also supervise staff that processes payroll and human resources transactions.

Depending on assignment, positions may be eligible for a telework schedule, at the discretion of the Department Director.

SALARY


Pay Range: $20.51 to $36.84 per hour.

Hiring Range: $20.51 to $33.41 per hour.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 745. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Two years of college majoring in public or human resources administration, industrial relations, psychology, or a related field.
  • One year of experience as a human resources or administrative clerk.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Positions in the Police Department require an extensive background process that may take more than 3 weeks before final notification and must meet the background standards that are appropriate to non-sworn positions. The general factors for disqualification are listed here.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience:
    • Interpreting and explaining rules and regulations pertaining to human resources, payroll, and leave issues.
    • Providing high levels of customer service in person, over the phone, and using email.
    • Processing and maintaining personnel transactions.
    • Processing payroll for a large base (400 plus) in a 24-hour/7-day operation.
    • Processing, maintaining, and auditing confidential documents.
