D2 Government Solutions is seeking experienced Principal Analyst personnel to support Commander, Naval Air Forces Pacific (CNAP), Commander, Naval Air Forces Atlantic (CNAL), and Commander, Patrol and Reconnaissance Group (CPRG) in executing Navy Aviation transition planning, readiness requirements analysis, and PPBE/budget and infrastructure requirements support. Analysts will develop data-driven products and recommendations for senior leaders, including Flag-level briefs, and will support recurring reporting requirements and conferences tied to the Master Aviation Plan (MAP). On-site support at NAS Norfolk, VA (some travel to Washington, DC; Patuxent River, MD; and other CONUS/OCONUS locations as required).
Primary Responsibilities:
- Develop rigorous, data-driven analyses and provide well-supported recommendations (including alternatives, risks, and impacts) to enable government decision-makers to execute aviation transition, readiness, and infrastructure priorities on schedule and within budget.
- Create professional executive-level briefings (including Flag-level presentations) and written products such as issue papers, reports, and status updates; participate in stakeholder meetings (weekly to quarterly) and capture goals, issues, and action items.
- Support Master Aviation Plan (MAP) development and transition planning activities, including documenting transition requirements, manpower/manning phasing, and transition cost impacts; help plan and execute MAP-related events and recurring MAP products.
- Provide PPBE and budget support, including readiness account analysis (e.g., Flying Hour Program and related accounts), development of annual budget documents, and continuity support across the programming/budgeting cycle.
- Support infrastructure, basing, MILCON/FSRM, and facilities requirements analysis; review facility planning/design documentation for compliance with applicable requirements and coordinate across stakeholders as needed.
- Prepare and deliver required recurring deliverables (e.g., monthly financial/status reporting, trip reports, quarterly reports/briefings, conference support summaries, and annual training course outline) in accordance with government schedules and formats.
- Coordinate and execute routine travel support (with prior written government approval) and comply with government information protection requirements for CUI and classified information.
Billet Assignments / Task Focus Areas:
- Norfolk, VA billets: (1) MPRF transition, MILCON/NEPA planning support (P-8A, MQ-4C and related systems); (2) aircraft carrier requirements support (CVN-78 class transition); (3) east-coast infrastructure/basing/MILCON/FSRM and NEPA/AICUZ support.
Required Qualifications:
- Experience: Minimum 10 years of experience performing studies/analyses and producing reports in support of organizational/business improvement, transition planning, or enterprise-level process improvement for government or commercial organizations.
- Education: Bachelor's degree (business, finance, engineering, science, mathematics, or a closely related field). Advanced degree is preferred.
- Analytical and communication skills: Demonstrated ability to work cross-functionally, define processes at the enterprise level, and communicate complex analysis clearly in writing and in briefings to senior leadership.
- Naval aviation recency: Recent (within the last 5 years) experience supporting Naval Aviation-related programs and/or the mission areas represented by this effort is highly preferred.
- Task-specific depth (depending on billet): Relevant experience may include (as applicable) Naval Aviation transition/MAP and manpower; MPRA community and FoS transition planning (P-8A, MQ-4C, AAS, QRC, TOC/MTOC) and NEPA; carrier transition/requirements and ship/air integration; PPBE and readiness accounts; MILCON/FSRM and basing strategies; facilities planning/design review and stakeholder coordination.
Security, Access, and Eligibility Requirements:
- CAC: Yes (must be eligible to obtain a Common Access Card).
- Security Clearance: SECRET clearance required for all support; certain billets require TOP SECRET with SCI and SAP access, plus SIPR access. (Billets supporting specific task areas may also require access to Restricted Data.) Clearances must be active and in place by the contract start date; interim/temporary access is not sufficient for CAC issuance.
- Citizenship: U.S. Citizenship Required.
- IT / Network Access: NMCI/NIPR access required for all; SIPR access required for certain billets.
- Information protection: Ability to safeguard classified information and Controlled Unclassified Information (CUI), execute NDAs as required, and comply with government security training requirements.
Computer Systems and Tools:
- Microsoft Office / Microsoft Suite Proficiency: Yes (especially Excel, Word, and PowerPoint for analytic products and briefs).
- Analytic/Budget systems experience: Experience with PPBE-related tools and models is strongly preferred (as applicable to billet), including PBIS support and readiness/budget modeling tools such as FHRM, FHPS, and related budget/resource tracking processes.
- Facilities/infrastructure data systems experience: Experience with facilities prioritization and related processes/systems is preferred (as applicable), including iNFADS IPL module and MILCON/FSRM planning workflows.
Work Schedule and Travel:
- Hours of operation: Generally, Monday-Friday during core government business hours (approximately 7:30 AM - 4:00 PM), excluding federal holidays.
- On-site requirement: On-site support is required in Norfolk, VA; limited situational telework may be authorized by the government under specific conditions.
- Travel: Routine travel is expected (with prior written approval) to San Diego, Norfolk, Washington, DC, Patuxent River, MD, and other locations as mission requirements dictate.
