KEY ACCOUNTABILITIES:
Plan, direct, and administer procurement operations with diverse and complex requirements.
Develop strong relationships with internal stakeholders, through understanding their needs and consulting with them to build quality procurement strategies aligned to business requirements.
Develop and communicate a procurement plan; establish, communicate, and implement long-term goals for the department in order to promote effectiveness and efficiency.
Review, analyze, and approve contract documents to ensure adherence to procurement regulations, policies, and procedures.
Establish and manage contract management procedures that align with organizational goals and compliance standards.
Leads the negotiation of final contract and consults with legal department to facilitate clarification of legal issues.
Review contract performance to ensure all parties meet their obligations, and update contracts as needed to reflect changes in project scope or external conditions.
Establish procurement strategies for acquisition, receiving and tracking of project materials that optimize quality, cost, and timely delivery criteria.
Lead and manage bidding and tendering activities for goods and services related to projects.
Work collaboratively with the Project Management and Design Management teams to coordinate supplier selection, credit and terms, track supplier performance standards, and conduct ongoing evaluations.
Review the appropriate start date for contracts, establish potential timelines to determine times and dates for site visits/pre-bid/proposal meetings; review and determine critical elements, and develop recommended standard contractual terms to ensure fair and competitive bid/proposal and contract award.
Act as the focal point for supplier and contractors' agreement negotiation which involves understanding and knowledge of commercial terms packaging related to projects' construction.
Assemble statistical and narrative data and prepare reports for use in evaluating procurement activities and performance measurement.
Perform regular reviews for the purchasing strategies that warrant sustainable efficient procurement practices, cost reductions, risk management and process simplification.
Assess the procurement operations and identify activities that require additional monitoring or control and develop and implement corrective action plans.
Oversee materials and equipment inventory, performing regular reviews and audits.
Develop long-term sourcing strategies ensuring vendors diversification, through identifying new vendors and contractors, maintaining relationships with existing ones and creating partnerships with suppliers who can provide additional value to the organization beyond just supplying products or services
