We are looking for a Procurement Engineer who can play a critical strategic and operational role in the successful delivery of complex construction projects by managing the end-to-end procurement lifecycle for materials, equipment, and subcontracted services. The role is responsible for developing and executing procurement strategies that ensure optimal quality, cost-efficiency, compliance, and timely delivery aligned with project schedules and corporate objectives.
1. KEY RESPONSIBILITIES:
Strategic Procurement Planning
Formulates and executes comprehensive procurement strategies that align with overall project schedules, budgetary targets, technical specifications, and organizational objectives. This includes the proactive planning of procurement packages and the application of market intelligence to assess trends, supplier capabilities, and pricing dynamics. The role also involves conducting detailed supply chain and risk analyses to preempt disruptions and ensure the resilience and competitiveness of the procurement process.
Tendering & Bid Management
Oversees the full lifecycle of competitive procurement processes, including the preparation, issuance, and management of Requests for Quotation (RFQs), Requests for Proposal (RFPs), and Invitations to Bid (ITBs). Leads technical and commercial bid evaluations in collaboration with engineering and project management teams, ensuring that each procurement decision complies with corporate procurement policies, quality benchmarks, and contractual obligations.
Contract Negotiation & Award
Leads the negotiation and finalization of high-value procurement contracts with suppliers, vendors, and subcontractors. Ensures that negotiated agreements secure favorable commercial terms, including pricing structures, delivery timelines, payment conditions, warranty clauses, and performance guarantees. Working in close coordination with project control functions, ensures that all contract documentation adheres to regulatory frameworks, mitigates risk exposure, and supports the organization’s strategic procurement goals.
Vendor Prequalification & Management
Manages the supplier prequalification process by assessing vendor capabilities, financial stability, past performance, and adherence to quality and safety standards. This includes conducting vendor audits, reviewing documentation, and maintaining an up-to-date approved vendor list. Tracks ongoing supplier performance through established KPIs and regular performance reviews to drive continuous improvement, maintain accountability, and ensure contractual compliance throughout the project lifecycle.
Material and Equipment Procurement
Procures technically complex materials, construction equipment, and project-specific systems in accordance with engineering requirements and execution schedules. Ensures that procured items meet all technical, safety, and quality standards while optimizing cost and lead times. Applies value engineering principles, explores alternative sourcing options, and performs lifecycle cost analysis to deliver long-term value to the organization.
Procurement Execution & Expediting
Oversees the execution phase of procurement, including order placement, supplier coordination, and expediting processes to ensure the timely delivery of goods and services. Collaborates closely with logistics, warehousing, and site management teams to streamline material flow, minimize delays, and address any logistical challenges or non-conformance issues that may impact construction progress.
Compliance & Risk Management
Ensures full compliance with corporate policies, contract requirements, and relevant local and international regulations. Applies best practices in regulatory compliance, including adherence to established standards. Identifies procurement-related risks whether financial, legal, or operational and develops effective mitigation strategies to safeguard project integrity and organizational interests.
Cross-Functional Collaboration
Serves as a vital interface between multiple departments, including engineering, planning, project management, finance, and commercial teams. Through effective collaboration, ensures that procurement activities are fully synchronized with overall project execution. Also supports cost estimation, cash flow forecasting, and procurement budgeting to maintain financial visibility and control across all procurement packages.
Reporting & Documentation
Maintains accurate, transparent, and auditable procurement documentation. Responsible for managing vendor databases, contract records, purchase orders, inspection reports, and delivery documentation. Prepares regular procurement status reports and performance dashboards for senior management and project stakeholders, providing data-driven insights for decision-making and project control.
Process Improvement & Digital Transformation
Supports the ongoing digital transformation of procurement processes, including the integration of ERP systems, e-procurement platforms, and automation tools. Actively participates in process improvement initiatives aimed at enhancing procurement cycle time, compliance, transparency, and supplier engagement.
