Location/Schedule : This position is based at the Lloyd Corporate Plaza located in NE Portland, OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

Position Description: The Manager of Procurement is responsible leading Cascadia Health’s procurement strategy, overseeing the sourcing, purchasing, contract negotiations, and supplier relationship management processes to ensure cost-effectiveness, quality, and compliance. This role works closely with internal stakeholders and external suppliers to optimized procurement activities, improve supplier performance, and mitigate risk to Cascadia Health.

Essential Responsibilities

General:
- Develop and implement procurement strategies aligned with organizational goals.
- Lead the identification and evaluation of new suppliers and sourcing opportunities.
- Forecast procurement needs and manage purchasing budgets accordingly.
- Ensure alignment of procurement strategies with overall business objectives and long-term goals.
- Build and maintain strong supplier relationships.
- Negotiate contracts, terms, and pricing with vendors and service providers.
- Monitor vendor performance to ensure quality, delivery, and compliance standards are met.
- Drive cost reduction initiatives without compromising quality or service.
- Analyze procurement metrics and provide reports to senior leadership.
- Leverage data to improve efficiency, transparency, and savings.
Regulatory & Compliance:
- Comply with laws, regulations, policies, and procedures under which the program and company operates.
- Comply with and manage relevant Contracts, Memorandum of Understanding (MOU), and Grants.
- Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
- Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.
- Complete assigned employee training in compliance with program and company requirements.
- Provide guidance, support, and training to staff in alignment with company mission and values.
- Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.
Supervisory Oversight:
- In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia’s mission and maintains strategic growth.
- Facilitate multidisciplinary staff meetings and training with program to discuss safety concerns, crisis management, and risks.
- Ensure completion of personal and team documentation as required by assigned programs.
- Establish work plans and priorities for staff members, assess the progress of staff members.
- Ensure completion of administrative tasks per organizational policies and procedures.
- Provide consistent supervision and support for direct reports.
- Promote and ensure completion of annual training requirements.
- Demonstrate commitment to continuing professional development.
Leadership:
- Take the initiative in thought leadership, innovation, and creativity.
- In collaboration with leadership team develop, review and revise guidelines and operational workflows; as well as set annual goals and objectives aligned with Cascadia’s mission.
- Create, model, and maintain a work culture that supports Cascadia’s Values.
- Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.
- Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
- Perform other duties as assigned.
Qualifications
Education:
- Required: Bachelor’s degree in supply chain management, Business Administration, Finance or related field
- Preferred: Master’s degree in related field
Experience:
- Required: 5+ years of progressive experience in procurement, with at least 1 year in a leadership role.
- Preferred: Experience working in a healthcare environment
Specialized Knowledge, Skills, and Abilities:
- Knowledge of sustainability practices and social responsibility in procurement.
- Ability to use computer hardware and software, including Microsoft Office Suite, to perform essential functions.
- Familiarity with recovery models, motivational interviewing, and evidence-based practices.
- Excellent communication and interpersonal skills,
- Strong problem-solving skills and analytical abilities
- Strong organizational skills and attention to detail
- Ability to work independently and as part of a team.
Other:
- Must have the ability to travel to multiple locations throughout the Portland Metro area.
Working Conditions
Environmental: Work is performed in one or more of the following: administrative and clinical offices, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment.
