We are seeking a highly experienced and technically competent Procurement Manager to lead all procurement activities across construction and industrial projects. The ideal candidate has 10+ years of experience, with proven expertise in international procurement and technical purchasing of large-scale equipment (not just consumables), including end-to-end management from specification and vendor engagement to delivery, commissioning support, and post-contract obligations.
1) Strategic & Operational Procurement

Develop and execute procurement strategies aligned with project schedules, budgets, and quality targets.

Lead sourcing for long-lead and critical packages (e.g., MEP systems, HVAC chillers, large pumps/compressors, overhead cranes, fire protection systems, process equipment).

Prepare and issue RFQs and RFPs with clear technical/commercial scopes, evaluation criteria, and submission templates.

Conduct technical/commercial bid evaluations (tabulations, TCO/life-cycle costing), recommend awards, and secure approvals.

Draft and issue Purchase Orders/Subcontracts, tracking milestones, documentation deliverables, and warranties.

Plan and manage procurement within EPC frameworks, coordinating with Engineering, Planning, QA/QC, HSE, and Construction.

Control long-lead item workflows: vendor document schedules (MDR), ITPs, quality plans, FAT/SAT requirements, and spare parts lists.

Ensure alignment of technical interfaces among packages and disciplines; manage engineering queries and deviations.
Monitor vendor progress, expediting production and documentation to meet overall EPC schedule.

Mirror main-contract obligations to suppliers/subcontractors, ensuring back-to-back coverage for scope, schedule, LDs, warranties, performance guarantees, IP/HSE/insurance, and confidentiality.

Validate that commercial protections (e.g., Performance Bonds, Advance Payment Guarantees) and warranty periods are consistent with the main contract.

Lead vendor prequalification (technical, financial, capacity, HSE) for local and international suppliers.

Contribute to subcontractor selection with structured scoring matrices; run clarification and negotiation meetings.
Maintain vendor KPIs (OTIF delivery, NCR rates, response times) and manage performance improvement plans.

Execute post-award administration: kick-off meetings, issuance of vendor data requirements, and baseline delivery plans.

Expedite engineering submittals, manufacturing, inspections, logistics, customs clearance, and site receiving.

Coordinate FAT/SAT, punch-lists, O&M manuals, training, and handover dossiers.
Required Qualifications & Skills
- Bachelor’s degree in Engineering (preferred), Supply Chain, or related field.
- Fluency in English
- 10+ years of procurement experience in construction/industrial projects, including 4+ years in a lead/managerial role.
- Strong negotiation skills with a track record of closing advantageous commercial terms.
- Demonstrated success in international technical procurement of large equipment and complex systems.
- Strong command of Incoterms® 2020, international logistics, customs/HS codes, L/Cs, bank guarantees, insurances, and shipping documentation (B/L, AWB, COO, packing lists).
- Proficiency with ERP procurement modules and advanced MS Excel; familiarity with planning tools and BI dashboards is a plus.
- Working knowledge of FIDIC/GCC contracts; ability to implement back-to-back terms downstream.
- Excellent negotiation, vendor management, documentation, and presentation skills.
- Proven capability in dispute resolution, variation/change control, and post-contract administration.
- Strong ethics, commercial acumen, and the ability to manage multiple packages under tight schedules.
- Willingness to travel domestically and internationally as project needs require.
