Compensation:

Position Summary & Responsibilities

Position Summary:

The Office of Fiscal Management has two (2) positions for the Procurement Officer III. These positions will manage and maintain a master database of all agency contractual agreements. Facilitates and administers the routing of contractual agreements, grant applications and all other documents requiring the Secretary’s signature through DocuSign. Monitors documents through the approval process.

Reviews agency contractual agreements in which funds are to be obligated and generates requisitions in the Statewide Management Accounting and Reporting Tool (SMART) system to obligate the funds. Modifies the subsequent purchase orders that are generated as necessary so that payments can be made against the purchase order. Performs adjustments to funding, contract term dates, or other contractual terms as requested by division fiscal analysts or Bureau Grant Managers.

Job Responsibilities may include but are not limited to the following:

Serves as the central point of contact to assist bureaus and/or programs with the development of contractual agreements ensuring that mandatory terms and provisions are incorporated as appropriate. Provides guidance to agency staff on required supplemental documentation or approvals that may be required prior to the execution of the contract agreement to ensure compliance with State Procurement policies. Consults with the Director of Procurement as necessary to ensure that all requirements have been met prior to releasing the contract into concurrence. Reviews of contract amendments per established procedures documenting the changes being made to the original agreement to determine what if any supplemental documentation or approvals are necessary to ensure compliance with State Procurement policy.

  • Administers all contractual agreements originating within the administrative departments of KDHE.
  • Ensures that all required supplemental documentation or approvals are obtained prior to contract execution.
  • Monitors contract payment frequency, reviews invoice(s) received for compliance with contract terms and submits invoice(s) to AP staff for processing.
  • Maintains the DocuSign application utilized for the routing and concurrence of agency contractual agreements and grant applications.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Six months of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.
  • Preferred Qualifications:
    • 2 years’ experience working with State of Kansas accounts payable and reimbursements.
    • One year of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit.
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Ability to multi-task and manage several projects at one time
    • Knowledge of Department of Administration accounting and procurement policies and procedures
    • Knowledge of Statewide Management Accounting and Reporting (SMART) system
    • Extensive experience utilizing a personal computer
    • Excellent oral and written communication skills
