Compensation:

Position Summary & Responsibilities:

Position Summary:

The Office of Procurement and Contracts (OPC) has responsibility for the following functions: to promote the use and development of processes which serve the best interests of the State of Kansas and its citizens, along with finding and implementing increased economies and efficiencies in the procurement process, maintaining the highest level of integrity, fostering broad based competition together with fair and equal treatment for all entities involved in the procurement process, and always seeking the best value and highest quality of goods and services being offered to the State of Kansas. This position has a specialty area in Contract Renewals. This position will assist agencies with service-related procurements. Candidates must be able to quickly understand new challenges and be able to turn conceptual ideas into written document requirements.

Primary duties and responsibilities assigned to the Procurement Officer II positions include the following:

  • The duties and responsibilities of the position include the following: Develops Requests for Quotations (RFQs), Invitations for Bids (IFBs); and Requests for Proposals (RFPs); conducts pre-bid conferences, writes contracts and awards, prepares justification of awards; conducts and manages meetings associated with negotiated procurements between agencies and bidders; rejects bids; and cancels solicitations. Monitors contractor compliance with tax clearance requirements and monitors contractor reporting and administrative fee requirements.
  • Coordinate and facilitate the acquisition of goods and services. Duties include reviewing requests and authorizing the purchase of commonly used services; and/or assisting higher level buyers in the preparation of bid invitations, the analysis of bids and the award of contracts.
  • Key areas may include, but not limited to, commodities and services; legal services, business and public services, scientific supplies/equipment/services, financial services, medical/healthcare services, educational services, and consultants for; financial, legal, medical, research, human resource, government, or other.
  • May also include preparing bids and awarding contracts for the procurement of products and services to meet the needs of state agencies. Work involves the solicitation and review of bids, evaluations of products and services, preparation of contracts and facilitating the development of standard specifications and requisitions for products and services.

Minimum Qualifications

  • The applicant must have exceptional communication and presentation skills as demonstrated in application materials and interviews.
  • A minimum of one (1) years of experience in purchasing of commodities or services is required. This is contract administration work as well managing the end-to-end bid solicitation processes. Knowledge shall include recent experience in process bid solicitations such as requests for quotes (RFQ), invitations for bids (IFB), and negotiated procurement also known primarily as request for proposals (RFP).
  • Valid Kansas driver’s license required. Travel to pre-bid events is a required duty for this position. This may occasionally involve an overnight stay and/or up to 7 hours of driving time. Pre-bid events are typically held outdoors, in various weather conditions.

Preferred Qualifications:

  • Five (5) years of experience in public or enterprise procurement and contracting construction and industrial equipment. Experience advising end users on bid requirements (specifications), business processes, along with preparing final bid documents, understanding estimates, analysist of bid submissions, contracting, contract languages and awarding contract processes.
  • Agency/business unit procurement experience along with writing specifications, issuing solicitations for enterprise agreement and agency specific agreements for commodities and services Experience in the development of statewide, multi-agency contracts, enterprise strategic sourcing, negotiation, and contract work is desired.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
