Job Summary: We are seeking two highly skilled and experienced Procurement Officers to join our project team in Oman. The successful candidates will be instrumental in managing the end-to-end procurement process, with a strong focus on design & construction consultancy services and various infrastructure project requirements. This role demands a professional with a proven track record in strategic sourcing, negotiation, and contract management within complex project environments.

Key Responsibilities:

  • Manage the full procurement lifecycle from requisition to contract close-out for materials, equipment, and services.
  • Source, pre-qualify, and evaluate vendors for design & construction consultancy services, alongside a wide range of infrastructure project needs.
  • Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tenders; analyze bids; and conduct negotiations to achieve optimal terms and value for money.
  • Draft, review, administer, and manage procurement contracts, ensuring compliance with legal standards, company policies, and project specifications.
  • Collaborate closely with project managers, engineering teams, legal counsel, and other stakeholders to understand project requirements, specifications, and delivery schedules.
  • Monitor supplier performance and conduct regular evaluations to ensure adherence to contractual obligations, quality standards, and delivery timelines.
  • Maintain accurate procurement records, documentation, and reporting for audit and compliance purposes.
  • Identify and implement cost-saving opportunities, efficiency improvements, and supply chain optimizations without compromising quality or project timelines.
  • Manage supplier relationships, resolve disputes, and ensure a streamlined supply chain process.
  • Ensure adherence to all relevant procurement policies, procedures, ethical standards, and local regulations.

Qualifications:

  • Education: Diploma or Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related business-oriented field. Candidates with degrees in other fields will be considered if they possess strong, directly relevant professional experience in procurement.
  • Experience:
  • Minimum of 2 years of progressive experience in procurement.
  • Essential: Demonstrated consultancy experience specifically within the Design & Construction (D&C) sector.
  • Crucial: Proven experience in infrastructure projects, with active involvement in the procurement for at least two significant infrastructure projects.
  • Skills & Competencies:
  • Strong negotiation and contract management skills.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Proficiency in procurement software/ERP systems and Microsoft Office Suite (Word, Excel, PowerPoint).
  • Outstanding communication (written and verbal) and interpersonal skills, with the ability to engage effectively with various stakeholders.
  • Ability to work independently, prioritize tasks, and manage multiple projects in a fast-paced environment.
  • High level of integrity, ethical conduct, and attention to detail.
  • Knowledge of local Omani procurement regulations and supply chain dynamics is a plus.
