Key Responsibilities
- Lead pre- and post-contract quantity surveying activities, including preparing Bills of Quantities (BOQs), cost estimates, budgets and cost plans based on project drawings, specifications, and market rates in the UAE.
- Oversee the full procurement process: develop procurement strategies, prepare tender documents (EOI, RFP, ITT), float tenders, handle tender queries/addenda, evaluate bids, prepare tender comparison/analysis reports and prepare LOA or nominations.
- Manage contract administration, including FIDIC or bespoke contracts, variations, claims, valuations, interim payments, final accounts, and dispute resolution support.
- Conduct cost control and financial reporting: monitor project costs against budgets, perform value engineering, identify cost-saving opportunities, prepare monthly cost reports, cash flow forecasts, and risk assessments.
- New Project Estimation: conduct cost estimation on concept design, schematic design, and detailed design.
- Coordinate with internal teams (project management, design, site, finance) and external stakeholders (consultants, contractors) to ensure commercial compliance, timely procurement, and delivery within budget and schedule.
- Maintain vendor/subcontractor databases, negotiate rates/contracts, ensure supply chain efficiency, and handle procurement of materials/equipment/services for civil, architectural, MEP, landscape, or fit-out elements.
- Participate in feasibility studies, risk workshops, and procurement reporting to senior management.
- Ensure adherence to UAE regulations, developer policies, sustainability standards, and best practices in cost and procurement management.
Typical Requirements/Qualifications
- Bachelor’s degree in quantity surveying, Civil Engineering, Construction Management, or a related field (often MRICS or equivalent chartered status preferred).
- 8–12+ years of relevant experience in quantity surveying and procurement, with at least 5 years in a senior role on large-scale real estate/development projects in the UAE/Dubai (developer or PMC background highly valued).
- Strong knowledge of UAE construction market rates, materials, FIDIC contracts, and procurement best practices.
- Proven track record in managing tenders, cost control, and commercial aspects of multi-million AED projects.
- Excellent negotiation, analytical, and communication skills; proficiency in tools like Excel, CostX, Candy, or similar QS software.
- UAE/Dubai experience is essential, with preference for candidates familiar with developer-side (client) operations rather than pure contractor side.
