Under general supervision of the Procurement Supervisor, this position performs statewide advanced level purchasing of a variety of goods and services within the Department of Environmental Protection; Division of Land Restoration (DLR). Serves as DLR Procurement’s point of contact for the Land Closure Assistance Program (LCAP), Office of Environmental Remediation (OER), Office of Special Reclamation (OSR), and the Office of Abandoned Mine Lands (AML).
Duties:

Ensure procurement of complex reclamation and construction projects, goods, and services in compliance with established rules and laws.

Work independently to secure environmental construction and reclamation contracts, emergency contracts, and change orders within required timeframes and agency purchasing standards.

Solicit reclamation and construction services and goods by reviewing and interpreting highly technical specifications.

Ensure all DLR purchases under the WV Purchasing Division’s purview meet applicable rules and regulations.

Attend pre-bid conferences, pre-construction meetings, and EOI committee meetings.

Collaborate with engineers, program managers, and procurement staff to determine procurement methods and assist in developing specifications.

Review requests for quotations for compliance with established rules and regulations.

Monitor and maintain the procurement tracking system, including contract expiration dates, renewals, pre-bid dates, bid openings, awards, and closeouts; notify staff when action is needed.

Review all bid documents for accuracy and completeness; write and review specifications, solicit bids, conduct market research, and review bid sheets and terms/conditions.

Upload all documents into the wvOASIS system and enter contract information.

Coordinate, review, and process addendums, bid tabulations, bid award memos, and additional forms required for bid awards.

Initiate, review, and process change orders, ensuring timely submission of all paperwork.

Prepare APOs and ADOs for invoice processing; review Procurement Associates’ ADOs and invoices.

Assist in educating and training staff on purchasing rules, regulations, processes, and procedures.

Keep staff informed of changes in policy, SOPs, and forms.

Develop SOPs and checklists to streamline procurement workflows for efficiency and accuracy.

Perform other duties as required and/or assigned.
