In accordance with the Agreement between Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.


Position Summary:


The Program Associate II role acts as a member of the Human Resources Operations team to support school-based customer service operations by providing training, coaching, and development for clerical staff across the district. This role plays a key part in elevating customer service standards in schools, improving consistency in front office practices, and ensuring school clericals have the tools, resources, and guidance needed for success.


The position serves as a liaison between school clericals and central office departments, including areas such as HR, Payroll, Finance, Student Information Systems, Enrollment, and Family and Community Engagement to identify common challenges, report trends, and recommend improvements to processes, systems, and training materials. The Program Associate II also maintains and organizes the district's Clerical Connect resource hub to ensure clericals have reliable and easy-to-access guidance.


In addition, as a member of the HR Operations team, this team member may assist with various HR functions such as hiring, onboarding, leave, payroll/timekeeping, and requisitions as needed. The ideal candidate brings school-based clerical experience, strong technical skills, and a passion for coaching and service excellence.


Minimum Qualifications:


  • Education:

  • Minimum of Bachelor's degree in a related field from an accredited institution required.

  • Experience:

  • Minimum of two (2) years of experience as a school-based clerical or front-office staff member.

  • Demonstrated commitment to customer service, with the ability to model best practices for front-office interactions with families, staff, and community members.

  • Strong written and verbal communication skills, with the ability to create clear job aids, guides, and training resources.

  • Prior experience developing and delivering training to support adult learners.

  • Demonstrated success in office management, payroll processing, and managing/monitoring budgets.

  • Familiarity with common HR processes and departments, including but not limited to hiring and onboarding, employee records, leaves of absence, payroll and timekeeping, benefits, compensation, and position management.

  • Proficiency with Microsoft 365 (Teams, SharePoint, Excel, Outlook, PowerPoint).

  • Proficiency with PowerSchool and prior experience managing student enrollments.

  • Excellent organization, attention to detail, and follow-through.


Essential Functions:


  • Train, coach, and support school-based clerical staff to strengthen customer service, front office operations, and overall service quality.

  • Develop and deliver customer service training materials tailored to clerical roles, including modules, job aids, scripts, checklists, and step by step guides.

  • Serve as a liaison between school clericals and departments such as HR, Payroll, Finance, Enrollment, Student Information Systems, and Family and Community Engagement to identify areas of support, training needs, and opportunities for development.

  • Organize systems, procedures, projects, and programs to ensure consistent execution of operations and training initiatives.

  • Identify recurring challenges or misunderstandings among clericals and report trends, root causes, and recommended improvements back to central office departments.

  • Maintain, organize, and continuously improve resource hubs such as Clerical Connect to ensure clericals have access to current, clearly organized, and east to navigate materials.

  • Liaise with other central office departments to create and maintain communications for clericals, including updates, reminders, resource announcements, and training schedules.

  • Use Microsoft 365 tools (Teams, SharePoint, Excel, Outlook, PowerPoint, Forms) to manage resources, track activity, and support training and operational needs.

  • Assist with managing payroll processing, budget monitoring, purchasing, and vendor coordination for the HR department.

  • Provide operational and logistical support as needed to HR Operations related functions, including areas such as recruitment, staffing, employee records, employee relations, benefits, leave management, talent development, and labor relations.

  • Maintain confidentiality and handle sensitive employee information in accordance with district policies and applicable laws.

  • Perform other duties as assigned.
